POSITION DUTIES

The Coordinator of Educator Effectiveness and Support provides best-in-class program leadership to coordinate, develop, implement, support, and evaluate local education agency (LEA) induction programs, teacher and principal evaluation models, and educator career ladders. This position oversees evidence-based professional development for LEAs aligned to induction and mentorship practices that support educator effectiveness and student outcomes. The Coordinator will support the continuous development of teachers and school leaders through effective professional learning that is relevant, job-embedded, and aligned to the career ladder for educators. This position provides leadership for compliance monitoring, technical assistance, and evaluation of programs established in Pillar II of the Blueprint for Maryland's Future.

Responsibilities include:

  • Organize and facilitate training to support LEAs in implementing teacher induction programs, peer assistance and review, and educator evaluation systems.
  • Coordinate and monitor initiatives associated with the career ladder for educators established in the Blueprint for Maryland’s Future.
  • Provide compliance monitoring for LEAs to ensure induction programs, peer assistance and review programs, and educator evaluations are conducted in alignment with Blueprint for Maryland’s Future and the Code of Maryland Regulations (COMAR).
  • Provide leadership and guidance in the development of teacher induction programs and peer assistance and review programs.
  • Lead stakeholder focus groups, committees, and work groups related to developing statewide research-based recruitment and retention initiatives.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework from an accredited college or university.

Experience: Five years of related experience in coordinating or administering education programs or services, including two years of experience directly related to teacher induction, mentorship, or peer assistance and review.

Notes:

1. Candidates may substitute the possession of a master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework at an accredited college or university in Education or a related area for the one year of required experience directly related to the position option. 

2. Candidates may substitute the possession of a doctoral degree at an accredited college or university in a field related to the position for 2 years of the required experience directly related to the position option. 

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience as a teacher mentor/coach in an induction program or peer assistance and review program
2.  Experience administrating or facilitating educator professional development programs
3.  Experience in leading internal and external interdisciplinary work teams in developing educational goals and standards
4.  Experience engaging in evidence-based solutions for recruiting and retaining teachers
5.  Experience providing teacher and/or principal evaluations

SPECIAL REQUIREMENTS
