Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program ensures all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as transformative as unemployment insurance or a new health department. Delivering services primarily through a website, over the Internet, represents a new era in government operations.

The Employer Services directorate is responsible for overseeing employer participation in the FAMLI program—ensuring accurate and timely contributions and reports from employers, and understanding their needs in complying with and participating in this new benefit. 

The Manager of Compliance will build and lead the Compliance Unit that is responsible for ensuring employers meet the program's regulatory standards. The manager will work closely with the Director and Deputy Director of Employer Services, ensuring the effective and compliant operation of employer contributions and reporting. This role requires a strategic and visionary leader who is adept at building teams, processes, and policies to ensure successful implementation and ongoing compliance.

Main Purpose of Job

The Manager of Compliance is a senior leader within the Employer Services Directorate of the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Manager will develop and execute the strategy for ensuring employer compliance with FAMLI regulations, auditing employer accounts, and maintaining regulatory standards. The Manager of Compliance will collaborate with various FAMLI units, including the Policy, Digital Services, and Private Insurance Plans teams, to ensure regulatory adherence and contribute to a seamless employer experience with the FAMLI program.

POSITION DUTIES

Key duties of this position include but are not limited to:

● Manager and oversee the compliance process for employer contributions and wage data submitted to the FAMLI
   program.
●Identify risks by monitoring business operations, providing advise on changes, and mitigation risks for the 
  Compliance Unit. 
● Establish and implement policies and procedures for the Compliance Unit, ensuring they align with regulatory 
   standards. 
● Collaborate with FAMLI's Policy Unit to ensure Standard Operating Procedures (SOPs) are up-to-date and that the 
   audits are conducted accurately.
● Plan, coordinate, and supervise the work of subordinate employees. 
● Lead the hiring, onboarding, and training of Compliance Unit Staff. 
● Develop and manage short-and long-term plans for the Compliance Unit's operations. 
● Manage compliance-related communications and serve as a representative of the Employer Services Directorate 
  before state officials, legislative committees, and other senior managers. 
● Conduct regular audits, monitoring, and reporting to ensure employer compliance.
● Implement and oversee the development of SOPs, desk manuals, and compliance documentation.
● Manager collaboration with internal audit staff to reduce systemic risk and non-compliance issues. 

MINIMUM QUALIFICATIONS

Education:
● A Bachelor's degree from an accredited college or university 

AND Experience: 
● Five years of professional experience leading a compliance program or five years of experience examining, 
   analyzing, and interpreting operational procedures, records, and reports by applying audit principles. 
● Five years of supervisory experience managing or leading teams.

● A Bachelor’s degree in Business Administration, Public Policy, or a related field. 
● A strong track record of establishing policies and procedures for regulatory compliance. 
● Proven leadership skills and experience in managing compliance and audit teams. 
● Strong communication skills (written and verbal), with experience in regulatory reporting. 
● Proficiency in Microsoft Excel, Word, Salesforce and Google Workspace (Drive, Sheets, Calendar, etc.)

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
