Introduction

The Maryland Higher Education Commission (MHEC) is seeking to hire a Director of Workforce Need within the Department of Academic Affairs. The Director of Workforce Need is a new position that will report to the Assistant Secretary for Academic Affairs. The Director of Workforce Need will play an integral part in statewide coordination for the development of academic programs and strategic alignment with workforce needs in Maryland. The Director of Workforce Need will be expected to represent the agency on all matters related to the analysis, review, compilation, and use of workforce need.

Main Purpose of Job

The Director of Workforce Need will be expected to represent the agency on all matters related to the analysis, review, compilation, and use of workforce need. The Director will be expected to meet regularly with other state agencies, such as the Maryland Department of Labor, Maryland Department of Commerce, Maryland Longitudinal Data System Center, various state licensing boards, national accreditors, and other relevant community partners. The Director of Workforce Need would also be expected to present relevant materials to college and university leadership and coordinate the development, revisions, and expansions of relevant academic programs.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Produce, in collaboration will all requisite community partners (e.g., Labor and Commerce), an annual appendix to the State Plan for Higher Education that provides:

List of State and regional workforce needs;
List of academic programs that would address the need;
List of emerging workforce needs. 

Provide agency reports; collect and compile relevant data for inclusion in the Workforce Needs Analysis.

Communicate with senior leadership on various initiatives regarding workforce need; coordinate with analysts and supervisors on specific academic proposals; provide internal training on Workforce Needs Analysis.

Representative for the Governor’s Workforce Development Board (GWDB): Attend and participate as the MHEC representative for all matters related to the GWDB; report back internally on relevant matters. 

Advisory Council on Workforce Shortage: Lead and convene the Advisory Council on Workforce Shortage, as outlined in Education Article §18–708; this includes managing the webpage with meeting materials and adhering to the requirements of the Public Meetings Act.

Academic Coordination:  Work with college and university representatives for the development, revisions and expansions of relevant academic programs in relation to the Workforce Needs Analysis.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in Education or a related area from an accredited college or university.

ExperienceFive years of related experience coordinating or administering education programs or services.

Notes

1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in Education or a related area for two years of the required experience. 

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Familiarity with relevant national and state policies, practices and legislation that relates to academic program development at colleges and universities.

Experience employing and deploying data-informed and results oriented initiatives.

Experience working in a higher level education setting (i.e,, colleges, universities, etc.). 

Research experience working with student-level data. 

The ability to effectively communicate complex ideas and information in writing, to a variety of stakeholders/constituents.
