Introduction


The Maryland Department of Agriculture (MDA) is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health and consumer services to include marketing and lab services, plant and pest management, and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The Office of Central Services is dedicated to successfully providing goods and services to MDA’s internal and external customers. The Central Services team administers centralized support services for MDA, including, facilities operation and management, contract administration and procurement, fleet management, administrative services and small, local and the minority business development.

Main Purpose of Job

This position serves as the Director of Central Services for the MD Department of Agriculture (MDA). The position is responsible for the direction and management of MDA's central business support services, including the: 1) Office of Procurement and Contract Services, 2) Fleet Management, including Automotive Services and the Accident Review Board, 3) Facilities Maintenance and Management, including employee health and safety programs for the department, and 4) Mailroom Services and Front Desk Reception. These functions support the efficient operation of the MDA's 40 facilities across the state for 427 regular employees in addition to approximately 120 contractual employees.

POSITION DUTIES

Directs the activities of the Central Services Section of the MDA, including Procurement and Contract Services, Automotive Services, Facilities Maintenance, the Central Services Office (fleet management, records management, mail room, and the front desk.) This includes direct supervision of lead personnel in each of these areas.  

Ensures the correct determination for the basis of awards and evaluation criteria. Ensures that procurements are processed according to law and regulation. Develops contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertising requirements. 

Ensures all grants flow through the proper approval process including the Board of Public Works (BPW). Represents the Department before the BPW when necessary. 

Oversees the management of approximately $20 million in capital inventory. Ensures timely lease and contract renewals. 

Coordinates with programs on the timely issuance of purchase orders providing approximately $64 million in grants annually to farmers and agricultural businesses across the State. 

Provides managerial supervision for Fleet Management and Automotive Services, which maintain the MDA’s fleet of 310 motor vehicles, 4 boats and an airplane. 

Chairs the MDA Accident Review Board to review all motor vehicle accidents and other citations involving on the MDA fleet. 

Provides managerial supervision for facilities maintenance at MDA Headquarters, which includes a 177,00 square foot facility, an automotive garage, a greenhouse, and parking areas located on 15 acres of land.

MINIMUM QUALIFICATIONS

Tier Two Certified Procurement Officer with the State of Maryland,
OR
Three years of procurement experience with the State of MD.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in fleet management, accident review board coordination, facilities maintenance/management, employee health and safety programs, mail room services, and/or front desk services. 
  • Supervisory experience
