Main Purpose of Job
The Maryland Department of General Services (DGS) is looking to hire a talented and experienced Chief of
Improvement & Continuous Innovation within the Office of State Procurement. The Chief of Improvement &
Continuous Innovation (CICI) reports directly to the Chief Procurement Officer (CPO), overseeing
comprehensive human-centric performance, and the build-out, implementation, and adoption of a continuous
improvement program that stretches across both the Procurement Operations and Procurement Infrastructure
sides of the Office of State Procurement (OSP), to enhance efficiency and effectiveness across all bureaus and
teams within OSP.
Key responsibilities of the CICI include achieving ambitious targets, measuring performance outcomes, and
guiding process improvements to align with organizational objectives. The CICI plays a pivotal role in fostering
a culture of continuous improvement, ensuring timely and comprehensive responses to challenges, and
optimizing operational processes that are designed with a deep understanding of the human and behavioral
elements of a high-functioning organization.
The CICI will develop and monitor metrics related to response times for specific procurement activities,
operational milestones, and workflow throughout the entire procurement lifecycle. As part of said efforts, the
CICI will generate comprehensive reporting and assignment tracking to capture key data and performance
indicators, including insights with a rooted understanding of human experience for the benefit of both internal
staff and external stakeholders, to support maximum productivity and increase organizational efficiency.
Further, the CICI will manage instructional programs and initiatives focused on process, business management,
and efficiency to achieve peak organizational performance, including the development, implementation, and
ongoing evaluation of training programs and initiatives within OSP. The CICI will ensure training content and
resources are driven by data, as well as in collaboration with various departments and stakeholders to align
training objectives with organizational goals and priorities, and to ensure ongoing and agile optimization of
processes and practices that adhere to State laws, regulations and policies.
DESIRED OR PREFERRED QUALIFICATIONS
Education:
- Bachelor’s Degree in public administration, business administration, organizational development, industrial
engineering, or a related field is required.
- Master’s Degree in one of these subject areas is preferred.
- Certification in Lean Six Sigma, Change Management, or a related discipline is preferred.
Experience:
- At least 7 years of professional experience in process improvement, organizational development or
organizational change, innovation, or a related field is required.
- Professional procurement or contract management experience, or experience working in a procurement
environment, is preferred, together with knowledge of state procurement laws, regulations, and best
practices.
- Demonstrated experience in leading large-scale change initiatives and continuous improvement programs is
required.
- Proven track record of managing cross-functional teams and projects, and experience developing and
implementing performance measurement systems is required.
- Experience with human-centered design principles and their application in organizational development is
preferred.
- Strong background in data analysis and performance metrics to drive decision-making and improvement
initiatives is preferred
