Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Senior Manager of Business Development in the Office of Life Sciences (OLS) within the Division of Business and Industry Sector Development.  Life sciences is a key industry sector for Maryland that includes biotechnology, medical technology, digital health, professional services firms, as well as life sciences-focused investors, academic institutions, and federal agencies.
 
This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Senior Manager will have a key role in driving the growth of this sector in Maryland. This position will primarily be responsible for OLS’s business development efforts to expand, retain, and attract life sciences businesses in Maryland as well as create and sustain high quality jobs for the citizens of the state.

POSITION DUTIES

The Senior Manager will address the critical needs of the industry through developing and implementing high-profile programs and initiatives and collaborating with partners.  Programs may address areas such as talent attraction and workforce development, enhancing the investment capital activity in the state, promoting technology transfer and commercialization, and other areas determined to be key priorities. The Senior Manager is also responsible for providing ongoing assistance to entrepreneurs, start-ups, early-stage life sciences companies, and other partners, in navigating the resources available to them throughout the State of Maryland; promoting funding and incentive programs; creating and managing contracts; supporting activities of advisory boards; meeting with members of the life sciences industry, economic development, and government;  representing and promoting Maryland’s life sciences sector at meetings and conferences.

The selected candidate will possess experience in the life sciences with increasing responsibilities; strong project, time management, organizational, problem-solving, and written and oral communication skills; interpersonal skills to work effectively with high level public and private sector leaders; ability to handle concurrent, high priority tasks, to work independently and as a team member, and to identify and take action on areas of opportunity. Proficiency with the Microsoft Office Suite for Windows, Google Suite for business, Salesforce and/or other relevant software.  

Statewide travel, occasional, out-of-state, and international travel.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in the life sciences, business, or a related field.

Experience: Six years of progressively responsible experience in business or economic development, five (5) years of which involved interacting with life sciences enterprises on business development issues. An equivalent combination of education and experience is acceptable. 

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree from an accredited college or university for up to two years of the required general experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in life sciences, health care classifications or Health Services Administration specialty codes in the health care related field of work on a year-to-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications and describe in detail any job duties relating to the qualifications stated: 

1. Experience working in the life sciences industry as well as in investment, market research, financial analysis, budget management and business planning.

2. Demonstrated knowledge of and work experience in life sciences, health-care or similar industries.

3. Familiarity with the resources available to Maryland life sciences companies.

 4. Possession of an advanced degree in the biological or other natural science field.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel is required.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
