Main Purpose of Job

The Deputy Executive Director of Child Welfare manages and directs SSA activities and priorities within the specific programs administered at the local county level for children and families. Primary responsibilities include assuring quality of services and compliance with all federal and state regulations as well as ensuring central office compliance. This position oversees the entire continuum of child welfare programming which includes Prevention, Child Safety,Family Preservation, Out of Home Care, Well-Being and Clinical Services, and ICPC/ICMA. The primary goal of this position is to ensure Maryland's system of safety, permanence and well-being for children and families is responsive to client needs and consistent across jurisdictions. The Deputy Executive Director must demonstrate expert knowledge of departmental and agency principles, practices, and issues as well as organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives. 

POSITION DUTIES

The Deputy Executive Director of Child Welfare will:
  • Ensure Maryland's system of safety, permanence, and well-being for children and families is responsive to client needs and consistent across jurisdictions. 
  • Oversee the entire continuum of child welfare programming which includes Prevention, Child Safety, Family Preservation, Out-of-Home Care, Well-Being and Clinical Services, and ICPC/ICMA, ensuring the production of all program outputs such as but not limited to reports, informational memoranda, standard operational procedures, presentations, letters and assignments to ensure their timely and appropriate issuance or submissions. 
  • Provide direct supervision to the Director of Prevention and Safety, Director of Out-of-Home Care, and the Director of Well-Being and Clinical Services.

MINIMUM QUALIFICATIONS

Education: Possession of a Graduate-level degree in a human service or public administration.
Experience: Seven years of leadership experience in a public, private, or non-profit human service field, 5 years of which must have been in a program management or supervisory capacity

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:

  • Expert knowledge of departmental and agency principles, practices, and issues as well as organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives.
  • Knowledge of current child welfare literature, community organizations, needs of families and children, and of current techniques and resources to treat social problem's
  • A collaborative leadership style that engages others, earns trust and influences the entire organization.
  • Experience leading large-scale transformations that involve multiple stakeholders and constituencies.
  • Experience working effectively and collaboratively with senior government, community, and/or private sector leaders.
  • Experience project-managing complex initiatives from design to their completion.
  • A track record of delivering significant innovation results and impact in the public, nonprofit, or private sector.
  • Excellent written and oral communication skills.
  • Expert knowledge of and experience using Microsoft Office Suite, Google Suite, Smartsheet, and other relevant project management tools.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
