This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Chief of Staff coordinates and manages SSA activities and priorities across multiple offices, including Child and Family Well-Being, Operations, Finance, Ombudsman, Quality, and Adult Services. This role involves oversight of all SSA activities related to federal and state compliance, such as audit reviews, Child and Family Services Reviews (CFSR), the Child and Family Services Five Year Plan (CFSP) and required Program Improvement Plans. The Chief of Staff also assists in developing and reviewing legislative impact summaries and testimony, policy development, Technical Assistance Projects, and federal grant awards. The Chief of Staff will: Work with DHS and SSA staff to achieve agency goals and objectives. Maintain effective professional relationships with courts, the General Assembly, media, public/private businesses, national advocacy and research organizations, and various stakeholders at local, state, and federal levels. 

POSITION DUTIES

The Chief of Staff will:
  • Serve as senior advisor and thought partner to the Executive Director of the Social Services Administration and member of the Administration’s executive leadership team.
  • Provide leadership and guidance to the Social Services Administration on behalf of the Executive Director. 
  • Coordinate and manage SSA activities and priorities across multiple offices, including Child and Family Well-Being, Operations, Finance, Ombudsman, Quality, and Adult Services. 
  • Oversee the production of all program outputs such as but not limited to reports, informational memoranda, standard operational procedures, presentations, letters and assignments to ensure their timely and appropriate issuance or submissions.
  • Provide direct supervision to the Special Assistant, Project Management team, and Ombuds team and manage the day-to-day operations of the Executive Office.

MINIMUM QUALIFICATIONS

Education:  Possession of a Graduate-level degree or higher

Experience:  Six years of senior/executive leadership experience in federal, state, or local government or nonprofit organization with a budget of more than $500 million.

The successful candidate will have demonstrated many or preferably all of the following:
  • A collaborative leadership style that engages others, earns trust, and influences the entire organization.
  • Aptitude for moving people outside their comfort zones to embrace new approaches, mindsets, and solutions.
  • Experience leading large-scale transformations that involve multiple stakeholders and constituencies.
  • Experience working effectively and collaboratively with senior government, community, and/or private sector leaders.
  • Experience with design–based innovation, data, and/or other innovation methods and tools.
  • Experience project-managing complex initiatives from design to their completion.
  • Deliver significant innovation results and impact in the public, nonprofit, or private sector.
  • Excellent written and oral communication skills.
  • Expert knowledge of and experience using Microsoft Office Suite, Google Suite, Smartsheet, and other relevant project management tools.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
