Main Purpose of Job

The Chief Strategy Officer position is in the Office of Social Equity (OSE), an independent executive agency formed out of the Cannabis Reform Act of 2023. The OSE reports directly to the Governor's Office and does not have a reporting relationship to, or through, the Maryland Cannabis Administration. The selected candidate for this position will report directly to the Executive Director of the OSE. This role is crucial in supporting our mission to provide resources and support for historically disadvantaged individuals and businesses seeking to enter the Maryland adult-use cannabis industry. 

The Chief Strategy Officer (CSO) for the Maryland Office of Social Equity (OSE) will be a key executive who is responsible for formulating, implementing and evaluating strategic initiatives which are aimed at promoting equity and economic opportunity within the State of Maryland's adult-use cannabis market. This position will ensure that the OSE's efforts are aligned with its mission to support historically disadvantaged individuals and communities which are disproportionately impacted by the War on Drugs by driving inclusive growth and participation in the cannabis industry. This position will also provide strategic support to the Office's Executive Director, including managing daily operations and overseeing staff activities, in order to ensure that the OSE runs efficiently and effectively.     

The CSO will employ an equity-driven approach to promote access, inclusion and diversity within the Maryland Cannabis industry. Furthermore, this position will center on dispelling stigmas in affected communities by spearheading strategic campaigns and initiatives which are aimed at alerting negative perceptions regarding the adult use of cannabis. These campaigns and initiatives will also provide input and guidance on legislation and policies which affect the social equity ecosystem.

Additionally, this position will actively advocate for increased participation in the regulated industry by individuals from communities which are disproportionately affected by cannabis criminalization. Finally, this position will represent the OSE in social equity matters during meetings and/or events with federal, local, and/or State governments, as well as those with non-government organizations. 

MINIMUM QUALIFICATIONS

EducationA Bachelor's degree in Economics, Public Policy, Business Administration, or a related field(s). 

ExperienceA minimum of three (3) years of experience in strategic planning, economic development, social equity, and/or a related field(s).

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have- and be able to provide- a proven track record of successful strategic planning and execution, particularly in the context of social equity initiatives. The desired candidate should also have experience managing relationships with a diverse range of stakeholders, including federal, local, and State governments; non-government organizations; and community groups.

Additionally, the desired candidate should have a Master's degree or higher in Economics, Public Policy, Business Administration, or a related field(s), including Juris Doctor (JD) or Doctor of Philosophy (PhD). Finally, the desired candidate should have strong analytical skills, in order to assess the impact of strategic initiatives and make data-driven decisions.
