Introduction

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

The Maryland Department of Emergency Management (MDEM) is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency management project leads support MDEM’s mission by supporting projects and programs which ultimately enhance preparedness for all Marylanders. The Assistant Director of Consequence Management is a pivotal role within the Consequence Management Directorate. This role reports directly to the Director of Consequence Management and collaborates extensively with internal teams, government agencies, and community stakeholders to ensure effective disaster preparedness and response efforts. This position supervises four Branch Managers: Daily Operations, Local Liaison, Preparedness and Response Coordination. This position will also serve as an MDEM After Hours Duty Officer in a rotating capacity.

POSITION DUTIES

Emergency and Disaster response and recovery operations as needed and/or assigned by Department Secretary, Deputy Secretary, Directors, or Consequence Management Personnel.  Employee will be expected to staff the SEOC upon activation for consequence management activities.  Employee may be called to duty at any time, day or night, and is expected to report to the SEOC or assigned duty location within two (2) hours of notification. Employee will attend training and retain competencies to be appropriately prepared for SEOC staffing needs including understanding and mastery of all five components of the National Incident Management System (NIMS) and the Maryland Emergency Management System (MEMS). Employee will support SEOC activities, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation.  Employee will be expected to perform command and supervisory functions for incident management needs with competence and reliability under NIMS and MEMS. Employee is expected to support ongoing recovery operations as it relates to their specific Branch roles/responsibilities. Employee may be required to report to an alternate location to perform SEOC duties in support of MEMS stakeholders or in the event of a Continuity of Operations Program (COOP) Plan activation.

Serve as an MDEM After Hours Duty Officer on a rotating basis. Includes maintaining administrative control of the Department from an operational perspective, providing guidance to the Statewide Duty Officer, and briefing Senior Executive Leadership.

 

Oversee the Daily Operations, Local Liaison, Preparedness and Response Coordination Branches.   This includes day to day operations.

Manage Emergency Management Projects to include task tracking, meeting scheduling, budget monitoring, relationship building with stakeholders, tracking and monitoring progress, and overseeing project staff, both internal staff and contractor teams charged with accomplishing the tasks outlined in project work plans. As the day-to-day project manager of one or multiple projects this position balances workloads, priorities, signs off on all deliverables, and ensures project staff are meeting the needs of MEMS stakeholders. Responsibilities will also include meeting with stakeholders throughout Maryland and the region and traveling to meet with local, regional, state, and federal stakeholders. This position is also responsible for making recommendations to MDEM senior leadership regarding project scope, future projects, project deliverables, and courses of action required for execution of project. Finally the position requires vision and direction setting for projects.

Serve as a Member of Project Teams to include developing materials, conducting analysis, writing, reviewing, and finalizing project deliverables. In this capacity this position takes direction from MDEM project management staff and completes tasks as assigned in an effort to meet broader goals/objectives of the project, MDEM, and MEMS stakeholders. This role requires an ability to operate collaboratively in a team environment and work towards a common outcome.

Represent MDEM leadership on issues related to specific projects which may include presenting at conferences, meetings, and participating and/or leading MEMS stakeholder workgroups. This also includes understanding the priorities of MDEM and MEMS stakeholders and independently aligning project activities with the priorities of MDEM senior leadership. This position may be asked to provide briefings to senior executives both within MDEM and as part of the broader MEMS community. 

Support MDEM’s Internal Capacity Building and Workforce Development by serving as a subject matter expert in development of training courses, exercises, and protocols. This position will be required to participate in the SEOC’s broader preparedness activities in an effort to train MDEM staff, MEMS stakeholders, and others with a consequence management role in Maryland. This position will also be required to contribute to MDEM’s broader workforce development goals and initiatives in an effort to provide fair and equitable opportunities to MDEM staff.

Support Maryland’s Strategic Goals and Objectives for Homeland Security as outlined by the Governor’s Office of Homeland Security and as defined within the MEMS Strategic Plan and MDEM Strategic Plan. 

Complete other Duties as Assigned in support of MDEM Senior Leadership priorities. This may include a temporary or permanent reassignment within MDEM to meet the needs of shifting priorities and focus as part of a broader effort to support the needs of MEMS stakeholders and Marylanders more broadly.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university 

Experience: Six years of administrative staff or professional work, and 2 years of supervisory experience.

 

Notes:

1. Candidates may substitute the possession of a master's degree from an accredited college or university, 2 years of supervisory experience, and three years of experience in administrative staff or professional work for the required experience.
