Main Purpose of Job
The Assistant Secretary of Community Resources is a new multifaceted position with responsibilities that
impact a broad range of youth-focused services with the primary goal of leading all activities to develop,
support, implement, manage, monitor and improve a robust continuum of services, supports and
opportunities for all youth who come into contact with the Department of Juvenile Services. The continuum
includes all contracted, granted, leveraged and brokered services provided to Children in Need of
Supervision (CINS), youth under pre-court (diversion) supervision, youth involved in detention or detention
alternatives, community supervision (probation and aftercare), and services for youth who have been court ordered into a private or state-operated out-of-home placements. This position concentrates on creating a
well-rounded approach to the provision of youth-focused services, consistent with public safety needs, yet
addresses youths' needs and contributes to their social development in the least restrictive environment. A
focal point of the Assistant Secretary position is the development of partnerships with DJS youth, families,
staff and other community partners to create and implement a framework for a community-based continuum
of care grounded in the principles of positive youth development that encompass a range of services,
supports and opportunities, including, but not limited to, mentoring; life-coaching; work experience; job
exploration, development and placement; vocational training; high school diploma and GED preparation;
connections to post-secondary education; tutoring; substance abuse and mental health services; individual
and family counseling; recreation and sports; arts and music; civic engagement and service; positive peer
interactions; leadership development; self-advocacy; housing; transportation; and child care assistance.
The Assistant Secretary and team will also be responsible for coaching, supporting and monitoring DJS
Regional and Local Resource staff in the development of local continua of care consistent with the state
framework in each region and county that reflect local needs, capacity and resources and is informed by local
stakeholders, including impacted youth and families.
The Assistant Secretary will also manage the Workforce Development Unit, the Placement Unit, the
Licensing and Monitoring unit and the Contract Management Unit.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in the social or behavioral sciences, public or business administration, economics, political science, or criminal justice from an accredited four-year college or university.
Experience: Seven years of relevant experience developing, managing and/or monitoring community-based services, support and opportunities for youth, especially justice-involved youth and/or emerging adults.
Note: Candidates may substitute possession of a relevant master’s degree and two years of the required experience.

Three years of senior management experience is required.

The ideal candidate will possess the following:
- Experience partnering with system and community stakeholders and system-impacted youth and families.
- Knowledge of positive youth development, evidence-based practices, and juvenile justice policy, programs, and practices.
- Knowledge of equitable and culturally proficient programs and services.
