Main Purpose of Job

The SBE Chief Information Security Officer is a critical role within the Maryland State Board of Elections, reporting directly to the State Administrator and Deputy Administrator while providing essential support across all departments within the Agency. The incumbent will establish and implement SBE’s information security & Artificial Intelligence (AI) policies and procedures to protect the agency’s technological and informational assets. Additionally, the position develops, oversees, and enforces the responsible use of Artificial Intelligence within the agency. The incumbent will establish, update, and review policies, procedures, and programs that ensure compliance with federal and State laws and Industry best practices. The position will recommend information security strategies, engage with federal and State security partners, and oversee the management of SBE’s information security systems. The incumbent will ensure that procedures are in place to prevent, detect, contain, and recover from information security breaches and natural or man-made disasters. The incumbent will also establish information security guidelines that are compliant with State and federal information security standards and policy for election systems. The position will be the lead on compliance for any reporting of security violations or significant attempted security violations pursuant to Election Law Article 2-108.

THIS POSITION WILL BE REQURIED TO WORK EXTENDED HOURS DURING THE ELECTION PERIOD.

POSITION DUTIES

● Interprets and applies applicable laws, statutes, and regulatory documents and integrates them into SBE policy.
● Directs the development, and maintenance of SBE’s information security and AI program, including governance, compliance, education/training, and risk management. 
● Develops policies, procedures, and programs to ensure compliance with federal and State laws and industry best practices. 
● Provides cybersecurity oversight for SBE’s information security and AI program technology assets, policies, and processes to protect, shield, and defend the Board’s election information assets from cyber threats and intrusions. 
● Ensures budget requirements for projects and programs are met while including consideration of available grant funding. 
● Partner with federal, State, and local Agencies, as well as private-sector entities regarding cybersecurity and AI
● Establish and continuously maintain and strengthen executive-level partnerships 
● Review existing and proposed policies with stakeholders 
● Assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities 
● Serve on agency and interagency policy boards
● Evaluate potential cybersecurity risks to election information assets, and recommend improvements to SBE executive management 
● Serve as an internal consulting resource for SBE executive management on information security and AI issues.
● Lead, manage, and further develop the Board’s cybersecurity response policies, practices, and processes to minimize impact and ensure compliance with all statutory requirements, regulations, and policies. Defend against the occurrence and recurrence of cybersecurity incidents by proactively monitoring operations to detect adversaries and suspicious and unauthorized events, and report, contain, and mitigate incidents as expeditiously as possible

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in cybersecurity, information technology, business, or a related field from an accredited college or university. 

Experience: 3 years of experience working as a chief or director of information technology.
