POSITION DUTIES
The Fiscal Director leads the office in providing fiscal oversight of federal Title programs to produce effective and desired outcomes for students of Maryland in support of the Maryland State Department of Education’s (MSDE) implementation of the multiyear strategic plan and the Blueprint for Maryland’s Future.
The Fiscal Director of Federal Programs will ensure the execution of the full life cycle of federal programs and will ensure that federal Title programs utilize consistent financial systems and processes for administering federal programs to local education agencies (LEAs). The Director will also ensure programs align to and operate within all federal requirements and align to Maryland Blueprint and strategic plan programs and services. The Director works to ensure high-quality, year-round technical assistance and support for LEAs and other federal program grant recipients while increasing program quality and impact.
The Fiscal Director of Federal Programs accomplishes this work through the utilization of internal MSDE application systems to generate reports, the implementation of consistent processes for managing program budgets, and the successful strategies for fiscal monitoring, capacity-building, compliance, and reporting for LEAs and other federal program grant recipients. This position requires detailed attention to all work activities, and the ability to maintain that attention to detail while working with urgency amidst competing priorities. The Fiscal Director will work with the Office of Federal Programs to accomplish federal program goals in close collaboration with MSDE federal program staff.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree
from an accredited college or university in Business Administration, Finance,
Accounting, or a related field.
Experience: Seven (7) years of
professional experience with managing, designing, and developing financial
control systems for multiple programs. Three (3) years of this experience must
have been spent supervising professional employees and two (2) years of the
required experience must be in federal, state, or local Government Accounting.
Notes:
1. Applicants may
substitute possession of a CPA or Master’s Degree, or 36 post-baccalaureate credit
hours of coursework, from an accredited college or university in Accounting,
Finance, Economics or related field, for one year of the required experience.
SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
applicants who possess the following preferred qualification(s). Include

- Knowledge of the principles and practices of governmental budgeting.
- Experience with Federal and State financial reporting.
- Experience working with the State of Maryland’s Financial Management Information System (FMIS).
- Experience with Grant management.
- Experience with preparing, analyzing and interpreting financial, statistical and narrative reports of fiscal services, activities and projects.
- Experience supervising professional fiscal staff.
- Experience developing and managing new and revised fiscal policies, procedures and standards.
SPECIAL REQUIREMENTS
