This is a Management Service position for the Deputy Director, Strategic Planning Command, Maryland State Police and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The position functions as the assistant to the Director of the Strategic Planning Command. The position is responsible for ensuring the effective and efficient management of the Finance Division; Budget Section; Planning and Research Division; Grants Management Section; Special Projects Section; and Inspection and Compliance Division. The position will be responsible for coordinating the implementation of the overall strategic plan for the Department and ensuring that the implementation is consistent with the Department's Mission and Vision.

POSITION DUTIES

Oversee the daily operations of all Strategic Planning units. Monitor the progress of ongoing projects. Monitor the daily performance of each unit, providing assistance and support where needed.

Focus on creating new Department policies, updating existing policies, and providing support to all Department units on the creation or amendment to SPO's. Manage the required Department reports, to include the Strategic Plan, Annual Report, MFR, and periodic statistical data reported to a multitude of government agencies.

Evaluate the effectiveness of Departmental programs and policies and make necessary recommendations to the Director and/or Executive Staff as appropriate.

Assume the role and responsibilities of the Director, Strategic Planning when necessary.

Perform all other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university.

Experience: Four years of professional experience; two of the years providing "managerial supervision"; in the areas of finance, inspection and compliance and the coordinating and implementation of strategic plans.

Note: Candidates may substitute additional years of experience for the required education on a Year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Two (2) years of direct involvement in creating and implementing company-wide policies or Standard Operating Procedures (SOP).

2. Two (2) years of direct involvement in fiscal operations, to include budget, finance and grant activities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal background investigation to include a polygraph examination before appointment can be made. A criminal conviction may be grounds for rejection of the candidate by the hiring agency.

SELECTION PROCESS

Qualified candidates will be placed on an eligible list which will be used by the hiring manager to select the individual to fill the vacancy. The list will be valid for one year.
