Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Services, Annapolis is currently accepting applications for a Program Manager Senior II.

The Director of the Chesapeake and Coastal Service (CCS) Unit plans, directs and administers all aspects of the Unit including the oversight of a $110 million annual budget and approximately 80 staff. The Director represents the agency before federal, State and local officials, legislative committees, the Governor’s office, the legislature, local government officials and the public. CCS provides technical and financial assistance to better equip the state and its communities to balance the demands and needs of Chesapeake and coastal resource use, economic development and conservation. CCS resources are critical for achieving Chesapeake and Coastal Bays water quality and habitat restoration objectives and supporting the climate adaptation of habitats and communities. The Unit assists restoration of local waterways and shorelines, improved boating access, planning and preparation for climate impacts, managing the impacts of offshore wind energy development, mitigation of greenhouse gas emissions, environmental education initiatives, and other issues. This is accomplished through financial and technical assistance to state and local partners, rigorous use and delivery of science and decision support tools, strong public participation, education and effective intergovernmental coordination. CCS supports the department’s mission through partnerships with federal, state, and local government agencies; regional and international institutions; universities; formal and non-formal k-12 and community-based educators; nongovernmental organizations and the private sector. With programs that have a foundation in science and enable its on-the-ground application, CCS provides essential services for Maryland communities' resilience to a changing climate and access to healthy and diverse living resources and habitats.

POSITION DUTIES

  • Establish and implement Unit’s programs necessary to fulfill legislative mandates, policy directives, and DNR goals and objectives.
    • Formulates statewide policies, procedures and strategies pertaining to the restoration, protection, economic vitality, and climate resilience of our Chesapeake, coastal and ocean ecosystems.
    • Advances innovative approaches for financing and implementing policies and programs that accelerate the restoration of Chesapeake, coastal and ocean resources.
    • Improves state and local partners ability to make effective decisions and plan for future development, conservation and restoration of coastal resources while reducing vulnerability to climate impacts, such as future storm events, shoreline change, and sea level rise.
    • Provides the restoration science and services that State and local partners so urgently need to meet their water quality and habitat restoration priorities.
    • Oversees the Department's efforts to enhance the natural resources stewardship ethic of all Maryland residents.
    • Provides DNR, the public, government agencies and partners with effective and efficient GIS data and tools for analysis and decision-making related to climate change, Chesapeake, coastal and ocean planning and management.
    • Provides positions and policies on initiatives involving the coordination of climate change, Chesapeake, coastal and ocean policy, legislation and funding initiatives.
    • Provides leadership on several multi-agency and cross cutting issues and helps guide federal and interstate actions and resources.

  • Oversee the development of the Unit’s operating and capital budget as well as several federal grant programs to ensure that the resources are used to their utmost capacity to advance the priority resource management issues of the state.
    • Oversee the development of the Chesapeake and Atlantic Coastal Bays Trust Fund, established in 2007 to provide a dedicated source of funding to accelerate Bay restoration by focusing financial resources on the most effective nonpoint source pollution control projects.
    • Establishes overall program goals, standards and controls for four Federally funded grant programs that the Unit administers on behalf of the State.
    • Oversees Grants Gateways as a one-stop shop for soliciting and funding proposals from partners across all state and federal funding sources.
    • Reviews and approves program budgets and makes decisions for the most efficient allocation of funds to resolve program level budget deficiencies.
    • Reviews and approves budget requests and maintains the budget through periodic monitoring of Unit budgets and expenditures. 

  • Lead and participate in interagency and multi-organizational programs related to the development and advancement of strategies for the restoration, protection, economic vitality, and climate adaptation of our Chesapeake, coastal and ocean ecosystems

  • Communicates with internal and external customers to ensure that CCS programs have the appropriate desired outcomes and achievements, results and adaptive management of these outcomes is communicated and coordinated with customers. 

  • Oversees the management of personnel and operating policies of the Unit

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Ten (10) years of experience in water quality and habitat restoration and/or coastal natural resource management. Seven (7) years of this experience must be in the supervision of employees engaged in water quality and habitat restoration and/or coastal natural resource management

Notes:
1. Candidates may substitute a Master’s degree from an accredited college or university in Ecology, Natural Resources, Coastal or Environmental Policy, Natural Resource Management, Biology, Environmental Science, Geography, or other environmental related field for the required general experience at the rate of two years of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience developing and directing statewide natural resource management programs that includes coordination with internal programs and federal, state, local, non-profit and private sector interests
  • Experience managing multiple federal and/or state grant programs including the solicitation and issuance of awards in response to request for proposals
  • Experience interacting regularly with members of the public, citizens watershed organizations, Maryland environmental groups, local and federal agencies, other DNR and state agency staff and leaders, federal grant authorities, the Maryland’s Department of Budget and Management, the General Assembly and Federal Congressional Representatives.
  • Experience addressing and integrating climate change impacts in program development, planning initiatives and natural and nature-based restoration projects.
