Main Purpose of Job

The Director of the Maryland Consortium on Coordinated Community Supports is a newly created, senior-level position within the Maryland Community Health Resources Commission (CHRC) with significant policy, budgetary, personnel, and management responsibilities as well as internal and external visibility. The Director must have a working knowledge of health care policy and administration, behavioral health and education disciplines, and health care finance. The Consortium represents new and ongoing statutory, policy, budgetary, and fiscal responsibilities for the CHRC.

The Consortium Director is responsible for managing an annual budget of $130 million. The Director will lead the Consortium’s personnel and hiring decisions and will supervise the work of two new employees to be hired. The Director will work closely with the Membership of the Consortium, the Blueprint Accountability and Implementation Board, and the National Center for the School of Mental Health in order to ensure that the Consortium’s statutory responsibilities and policy objectives as outlined by the Maryland General Assembly are fulfilled. The Director will provide day-to-day management and leadership for the Consortium’s activities and perform oversight and monitoring duties for new grant programs. 

The Director is responsible for ensuring the Consortium fulfills its statutory responsibilities, which include the development and execution of a statewide framework of comprehensive, non-stigmatized behavioral health and wraparound services; the development of best practices regarding delivery of student behavioral health services, supports, and wraparound services; supporting positive classroom environments; developing accountability metrics to measure performance of the program’s services and supports; and maximizing financial support for these programs including through Medicaid, commercial insurers, a sliding scale fee schedule, and hospital community benefit. The Director is also responsible for ensuring the Consortium meets all of its statutory and regulatory reporting requirements. 

The Director must also work closely with CHRC Commissioners and staff to provide fiscal and programmatic oversight over new grants awarded by the CHRC to ensure that the Consortium’s statutory responsibilities are met. 

This position is eligible for hybrid telework.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master’s degree from an accredited college or university in business administration, public administration, human services administration, health, education, behavioral Health or other human services related degrees and at least 8 years of experience in a leadership position in an arm of government, a non-profit, business, or philanthropic organization.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications include, but are not limited to:

  • Demonstrated experience leading complex, health care, government, business, or philanthropic initiatives.
  • Strong leadership and management skills, particularly in health care policy and administration, behavioral health and education disciplines, and health care finance.
  • Ability to implement change, motivate staff and maintain relationships.
  • Demonstrated communications and research skills and producing high-level reports for external audiences.
