Main Purpose of Job

The Deputy Director plans, develops, implements, directs, coordinates, evaluates and provides leadership for a variety of complex social services programs administered by the Local Department of Social Services whose mission includes strengthening families, assisting in the protection vulnerable children and adults, and ensuring the well-being of those under the guardianship of the Department.

POSITION DUTIES

Program Development and Evaluation 
  • Initiate, review and evaluate Social Services priorities and procedures. 
  • Evaluate program effectiveness in order to promote high quality service delivery to children, youth, adults and families.
  • Advise and make recommendations to the Director regarding social policy direction, and fiscal and program design. 
  • Ensure that all programs are managed properly.
  • Ensure Performance Quality Improvement remains a critical part of the Agency philosophy. 
Human Resource Management 
  • Ensure organizational development and staff development within the Social Services programs.
  • Effective utilization of human resources to achieve program goals and provide optimal customer service. 
  • Recruitment and retention of a qualified workforce. 
  • Ensure training and staff development opportunities are available to optimize staff potential. 
  • Monitor the delivery of services to ensure compliance with policy and achievement of quality outcomes. 
Resource Planning and Management 
  • Perform annual planning and budgeting activities and communicate them effectively. 
  • Identify potential new funding opportunities and encourage staff to find alternate funding resources to achieve program goals. 
  • Ensure that sound management practices are adhered to and reflect productive use of all available resources. 
Program Leadership and Management 
  • Provide leadership in program planning, advise the Director and other senior State administrators, county government, State Legislators and DSS Advisory Board regarding issues involving the Agency’s Social Services programs. 
Organizational Representation and Liaison 
  • Develop and maintain relationships with other State, County and non-governmental agencies to facilitate achievement of program goals. 
  • Communicate effectively and serve as an advocate for the programs and program participants who utilize the Agency’s services.

MINIMUM QUALIFICATIONS

Education:  Master's Degree or Juris Doctor (JD) Degree.

Experience: Five years of experience managing public or private social service programs.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of program management experience including policy development,  budgeting and/or performance management.

Two years of experience working in or consulting with government agencies.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
