Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

The Maryland Department of Emergency Management (MDEM) is designated the State Administrative Agency (SAA) for Federal Emergency Management Agency (FEMA)/Department of Homeland Security grants. These federal grants constitute the largest portion of the Agency’s budget, underwriting more than 80% of Agency operations.
Position duties include, but are not limited to, serving as the Agency Chief of Business Operations and Budget Director. As part of these duties, the position works closely with the Chief Program Management Officer (CPMO) in the capacity of the State Administrative Agents (SAA), approving, auditing, and coordinating project management of all funding programs within MDEM. Additionally, collaborating with the Assistant Attorney General (AAG), designs and implements policies and procedures to ensure compliance with State and Federal funding and reporting requirements. These duties include interpretation of laws, rules and regulations, creating and analyzing budget and fiscal strategies.
The position oversees the day-to-day operations of the Finance Branch, and consults with the Department of General Services on all MDEM procurement projects. One of the main tasks of this position is the preparation and submission of the annual budget request that includes detailed analysis of prior spending patterns, workload changes, MDEM initiatives and coordination of departmental requests. This task is highly technical, requiring knowledge and application of State and Federal budget regulations and procedures, as well as a functional knowledge and understanding of the Budget Analysis & Reporting System (BARS) 
The position will interact regularly with MDEM’s Executive Staff, the Governor’s Office, the Department of Budget and Management (DBM) and other state agencies as well as local government officials, with respect to proper management of State and Federal funding. 
The position shall provide policy recommendations to the Secretary of Emergency Management and other members of senior leadership with respect to all funds management, overseeing and day-to-day management of the Agency’s budget and shall coordinate with the Chief Program Management Officer (CPMO) and the fiscal staff to ensure compliance. 
Serves on various Departmental management and strategic planning committees as requested.

POSITION DUTIES

Development of the Agency annual operating and capital (as needed) budget with supporting materials as deemed appropriate by the Department of Budget and Management (DBM). This position is responsible for monitoring, controlling, and analyzing MDEMs fiscal operations to include developing, measuring, analyzing, and managing all fiscal functions.
Collaborate with the Chief Program Management Officer (CPMO) to implement internal financial management controls for MDEM.
Act as budget and finance manager for the SEOC during emergency activations and perform other duties as assigned.
Perform compliance assessments and desk audits, as necessary, for all funding programs managed by MDEM.

MINIMUM QUALIFICATIONS

EDUCATION:

A Master's Degree from an accredited college or university. 

EXPERIENCE:

Six years of experience in fiscal administrative or professional work. A minimum of three years of experience in business development, budget planning and implementing processes and procedures. A minimum of two years supervising a finance team. A minimum of three years of experience managing state budget, federal grant, special funds and reimbursable funds.


NOTES:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four (4) years of management experience for the required education.
