Main Purpose of Job
This position functions as the Director of Flight Operations of the Maryland State Police Aviation Command (MSPAC) and is directly responsible for all programmatic operational and administrative functions of the Aviation Command – Operations Division. The position will have direct responsibility for managing and directing the operations of seven statewide helicopter sections, a fixed wing section, an Operations Control Center (OCC), a training section, an unmanned aircraft systems (UAS) program and all of those section assigned personnel and equipment. The position ensures that air medical transport, airborne law enforcement, homeland security, search and rescue and disaster assessment missions, both manned and unmanned are carried out safely, efficiently and effectively under State statue and within the regulations of the Federation Aviation Administration. This position represents senior management within the MSPAC and works closely with the Commander and Operations Branch Commander. This position requires a flexible work schedule and must be available for emergency response at all times when in the geographic area.
POSITION DUTIES
Manages and directs all flight operations functions of the helicopter sections to include air medical transport, airborne law enforcement, search and rescue, homeland security, and disaster assessment within Maryland and MSPAC assets that respond out of State as requested.
Manages and directs all pilot and flight crew member training to include an FAA-approved Flight Training Device (FTD) program in a manner that is safe, cost effective and consistent with the regulatory environment.
Manages and directs the Department’s UAS program.
Oversees the Department UAS Coordinator and remote pilots.
Accountable for all civilian Director duties and responsibilities recognized by Maryland State Police Directives and Orders.
Manages and directs the Operational Control Center.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor’s degree from a accredited four year college or university.
Experience: Five years of experience in aviation administrative or professional work of which three years must have involved the supervision of other employees or exercising responsibility for program development in the aviation field AND Completion of 2000 helicopter flight hours as an FAA licensed Pilot-In-Command.
NOTE 1: Applicants may substitute graduate education for the required general experience at the rate of one year of education to one year of experience, for up to two years of the required general experience.
NOTE 2: Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience to one year of education, for up to four years of the required education.
DESIRED OR PREFERRED QUALIFICATIONS
1. Three of the five years experience be within the past six years as a pilot in command of an aircraft operated under Part 121, Public Use and/or Part 91. We will also include military equivalent experience.
2. Currently or formerly approved as a Director of Operations under 14 CFR Part 119.71 or has worked as a Director of Operations under different statue.
3. Experience training in or operating a flight simulator and/or flight training device.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification must possess and maintain:
A. A valid FAA Commercial Helicopter License
B. A valid FAA Instrument Helicopter rating
C. A valid FAA Class I or Class II Medical Certificate
D. A valid vehicle operator’s license
SPECIAL REQUIREMENTS
1.Applicants for positions with the Department of Maryland State Police will be subject to complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction maybe grounds for rejection of the applicant.
2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
3. Employees in this classification are subject to call-in on a 24 hour basis, and therefore, will be required to provide the employer with a phone number where they can be reached. Working weekends and holidays is required. Employee also subject to emergency call out. This is an Emergency Essential Employee.
4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs
SELECTION PROCESS
