POSITION DUTIES
The Comptroller of Maryland is seeking a highly motivated and talented individual with strong management skills to serve as the Deputy Director of the Field Enforcement Bureau (FEB). FEB is the law enforcement and regulatory unit of the Office of the Comptroller and is responsible for the enforcement and regulatory oversight of revenue laws, business regulations, International Fuel Tax Agreement (IFTA) and the motor fuel industry. This position assists the Director with the daily operations of the Field Enforcement Bureau (FEB). The Deputy Director will provide general oversight of all regulatory functions, including the Licensing Unit in Annapolis and the Motor Fuel Testing Laboratory in Jessup. The Deputy Director has direct oversight of management level staff and oversees all agency licensing and laboratory components. The incumbent will ensure all agency policies and procedures are followed, licensing requirements are adhered to, and ensure the Motor Fuel Laboratory meets or exceeds industry/ASTM standards. The Deputy Director responds to both internal and external inquiries regarding FEB matters and will make recommendations regarding any needed policy, procedures, rules and regulations, or legislative changes to promote cost-efficient and effective use of information technology. Daily contact between the Director, Agent in Charge, Licensing Manager, Laboratory Manager, Supervisors, Agents-sworn police officers, and Motor Fuel Compliance Inspectors is required. Frequent contact may also be required with the public, other governmental agencies, and Comptroller Executive Management.

MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Minimum of five (5) years supervisory experience.
NOTE: Additional supervisory experience may be substituted for the bachelor's degree on a year for year basis.

DESIRED OR PREFERRED QUALIFICATIONS
- Specific knowledge of the Maryland Office of the Comptroller as it relates to administering taxes and creating and integrating data with other governmental units.
- Knowledge of the International Fuel Tax Agreement/Motor Carrier Taxation and Licensing.
- Knowledge of business and motor fuel licensing requirements.
- Familiarity with motor fuel quality standards.
- Experience writing in a research style and the ability to create visual aids (graphics, etc.).
- Three or more years working with taxes and/or tax policy.
