The Department of Service and Civic Innovation (DSCI) was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through​ the Governor's Office on Service and Volunteerism.

Main Purpose of Job

The CFO is a senior management position responsible for creating, implementing, directing and executing all financial functions for the Department of Service and Civic Innovation (DSCI). The incumbent will oversee, review and approve daily accounting, budget, and procurement  transactions which are responsible for DSCI’s overall inventory and facilities management for the Department of Service and Civic Innovation (DSCI).

Additionally, the incumbent will directly conduct activities related to finance, budget, grant award and management, legislation, policy and special projects. The incumbent will manage the development and administration of all aspects of the budget and financial analysis of DSCI, while maintaining accountability and oversight for federal, state, and private funding.  The CFO represents DSCI before federal, state and local officials, senior managers of other agencies concerning audits and other fiscal activities. The incumbent will also be responsible for overseeing procurement and general office operations.

POSITION DUTIES

The desired incumbent will have a history of providing strategic guidance and financial leadership to a growing team.  Duties will include, but will not be limited to:

  • Lead DSCI’s agency-wide utilization of resources, ensuring department goals are achieved while adhering to the approved budget. 
  • Serve on DSCI Leadership Team and ensure DSCI Leadership Team has timely and accurate budget and spending information to inform agency decisions.
  • Oversee the work of DSCI finance staff to assure quality and timeliness of work by providing guidance and support, direction and feedback, reviewing and editing work products, monitoring progress, and recommending corrective actions when warranted.
  • Oversee all procurement operations for DSCI.  Ensure that state and federal procurement policies and procedures are followed, including compliance with MBE and SBR programs.  Review and submit all procurement-related reports, including reports relating to MBE, SBR, and BPW.
  • Assist in other DSCI management duties as assigned.  Examples include responses to inquiries from the public, government agencies, or other organizations; management of executive department fixed assets and materials/supplies; draft reports regarding DSCI activities; coordinating system changes (FMIS, SPS, Workday, BARS), and research management, organizational, fiscal and operating budget areas to provide information or develop recommendations.
  • Review proposed legislation for fiscal and administrative impact and to provide timely analysis and recommendations. 
  • Attend legislative budget hearings to support executive department agencies in addition to understanding the budget and policy issues as it pertains to the Legislature.  
  • Support DSCI’s liaison with the Department of Legislative Services for fiscal/policy notes. Prepare fiscal notes in response to requests.

MINIMUM QUALIFICATIONS

Experience:  Minimum of 5 years of experience with budget preparation and execution, accounting and/or auditing with the State of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • 2 years experience managing state, federal, and/or private grants including experience using the Financial Management Information System (FMIS) modules (ADPICS and R*STARS)
  • 2 years experience building financial systems and structures for a growing organization and/or start-up organization
  • 2 years experience managing a financial and operational team
