Introduction

The Director of Talent Acquisition is a key role within the Office of Personnel Services and Benefits. The successful candidate will be committed to providing dynamic leadership and ensuring fair and equitable hiring processes for positions within the State Personnel Management System (SPMS), a system in excess of 40,000 employees. The Director leads a team of recruitment and examination professionals within the Recruitment and Examination Division and provides authoritative guidance to Executive Branch agencies within the SPMS.

This is a management service position and serves at the pleasure of the appointing authority.

POSITION DUTIES

The incumbent is the State Personnel Management System’s marketing, branding and talent acquisition expert. This position manages and directs a team of talent acquisition professionals who analyze recruitment trends, develop and implement recruitment strategies, and serve as key technical resources for SPMS agencies. The incumbent is a subject matter expert in laws, regulations, policies, and procedures that relate to recruiting and hiring of skilled and professional (merit) and at-will hiring requirements, special outreach and employment programs in State service. The incumbent is the State’s lead in recruitment policy development and audit- related programs.

  • Analyzes, plans, organizes, and manages the work and development of professional recruitment staff, and establishes goals, objectives, and procedures to ensure effectiveness of operations and completion of related duties. Works through and with agency recruiting staff to ensure compliance with statute, regs, policies and practices. 
  • Provides guidance to the CHRO & Deputy on recruitment, selection, hiring guidelines, recruiting services, proposed legislation, and workforce/succession planning strategies, including any necessary testifying, training, report and presentation creation. 
  • As the SPMS applicant tracking system (ATS) expert, responsible for the oversight of the ATS to include defining and reviewing business needs, evaluating requirements and available products, implementing vendor releases for agency use, creating usage solutions for customer needs and working with DBM Contract Management Division to ensure contract compliance. 
  • Identifies, evaluates, and recommends solutions to address hiring needs and problems, to include participating in communication assessments, conducting on site meetings with agency management, and drafting communications, field memoranda, advertising recommendations and the RED Tipster newsletter. 
  • Performs all other duties as assigned and maintains a regular and reliable rate of attendance.

MINIMUM QUALIFICATIONS

Seven years of professional work experience in the field of recruitment and examinations, including at least two years in a supervisory role;

or Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and three years of professional HR experience involving recruitment and examinations, two of which must include work in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience with applicant tracking systems.
  2. Experience conducting robust recruitment campaigns and using social media to increase job interest. 
  3. Knowledge of federal and state laws that impact hiring.
  4. Experience gathering data, compiling information, preparing report, and performing complex tasks on multiple projects to include where you obtained it.
