POSITION DUTIES

The Senior Executive Director, Office of Teaching & Learning serves as principal advisor to the Deputy State Superintendent, Office of Teaching & Learning (OTL), and will provide direct support to the oversight, coordination and supervision of teaching and learning across the State of Maryland to ensure all students are receiving an efficient and effective instructional programing. This position supports the Deputy Superintendent in directing and leading the coordination of program management across offices at the Maryland State Department of Education (MSDE) to ensure efficiency and streamlined cross-office communication and collaboration in alignment with MSDE’s efforts in implementing the multi-year strategic plan and the Blueprint for Maryland’s Future.

Responsibilities Include:

  • Manage day-to-day operations and ensure the smooth execution of key priorities.
  • Serve as a liaison with the staff who lead the management, implementation and monitoring of the Blueprint for Maryland’s Future and Maryland’s Multi-year strategic plan.
  • Lead and manage high-profile projects, ensuring they align with the OTL's goals and timelines. Coordinate cross-functional teams to ensure successful project completion.
  • Stay up to date on policies, regulations and federal, state, and local law interpretations and consult with general counsel as necessary
  • Provide customized support to associates and other staff reporting to the Deputy Superintendent with State Board of Education presentations and documents, data collection and analysis, and alignment of work to the Blueprint and MSDE’s strategic plan. 
  • Support the Deputy Superintendent, in collaboration with the Assistant Superintendent of Finance, with the development OTL offices’ budgets, and monitor account spending.
  • Collaborate with Local Education Agencies (LEAs) to identify and support data analysis; school and district improvement; selection and implementation of evidence-based strategies; and customized professional learning experiences to improve student achievement.

MINIMUM QUALIFICATIONS

Education:  A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in Curriculum and Instruction, Administration, Education, or related areas from an accredited college or university.

Experience:  Six years of experience in educational leadership with expertise in the areas of curriculum development, coaching, professional learning, and coordinating or administering programs or services in prekindergarten through grade 12 setting.

Notes:  Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Prior experience in leading and managing early childhood through grade 12 education programs or initiatives at the state or district level, particularly in areas related to program oversight, curriculum, and professional learning.
  • Experience and understanding of federal, state, and local education policies, regulations, and laws.
  • Demonstrated ability to manage complex, high-profile projects that involve cross-functional teams. 

SPECIAL REQUIREMENTS
