Assistant Public Defender: Hiring Fair 

The Maryland Office of the Public Defender (OPD) seeks dynamic, dedicated, and client-centered litigators to serve as Assistant Public Defenders in offices across Maryland. OPD is excited to hire attorneys to join offices across Maryland. OPD currently has opportunities for candidates at all experience levels. The Maryland Office of the Public Defender is a statewide agency that provides superior representation to indigent clients at all stages of the criminal case including trial, appeal, and eligible post-conviction proceedings. Representation is provided through offices and services at 52 locations statewide with a workforce of approximately 1000 employees. Main Purpose of Job

OPD Defenders provide consistent client-centered representation to their clients from their first court appearance through their entire case. This vertical representation model leads to deep and lasting client relationships and continuity of representation across years and cases. Attorneys work in conjunction with social workers and core staff in a team-oriented environment. Attorneys must be able to balance a client-centered approach to representation with advocacy to address systemic inequity and the collateral consequences that lead to deeper system involvement.

POSITION DUTIES

Primary Duties & Responsibilities 

*Ability to prepare for and manage an active caseload competently and resourcefully. 

*Effectively and compassionately communicate with clients, colleagues, and service providers to ensure optimal outcomes for clients. 

*Continuously seek professional and personal development through training, continuing legal education, and trial skills courses. 

*Ensure clients are consistently heard and respected. 

*Passionate and zealous representation of clients charged with criminal and traffic matters at every stage of the criminal process. 

*Other duties as assigned by the Public Defender.

*All offers will be contingent on membership in Good Standing with the bar in advance of the scheduled start date. Non-Maryland attorneys must become a member of the Maryland Bar within 18 months of their start date.


MINIMUM QUALIFICATIONS

Assistant Public Defender I

Education:   A Juris Doctorate degree or equivalent degree from an accredited school of law.

Experience: None

Notes:

1. Candidates shall be an Attorney and admitted to practice law in the State by the Court of Appeals of Maryland, at the time of appointment.

2. The above requirements are set by the Office of the Public Defender in accordance with Criminal Procedure Article, Section 16-203 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education. 

Assistant Public Defender II

Education:   A Juris Doctorate degree or equivalent degree from an accredited school of law.

Experience: Experience as a practicing Attorney.

Notes:

1. Candidates shall be an Attorney and admitted to practice law in the State by the Court of Appeals of Maryland, at the time of appointment.

2. The above requirements are set by the Office of the Public Defender in accordance with Criminal Procedure Article, Section 16-203 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education. 

Assistant Public Defender III

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong issue-spotting, research, oral advocacy, and writing skills.
  • Ability to work independently as well as collaboratively.
  • Exceptional organizational, legal, and administrative skills necessary to handle a high caseload.
  • Active membership in good standing in another state’s Maryland Bar or Bar. Attorneys already barred in another state must become members of the Maryland Bar within 18 months of the start date. Preference in the selection process will be given to candidates who are already a member of the Maryland Bar.

BENEFITS

Assistant Public Defender I- $85,111.00-$104,126 (Grade 20, Step 6-19)

Assistant Public Defender II- $94,401-$116,276.00 (Grade 21, Step 8-19)

Assistant Public Defender III- $112,844.00-$124,076.00 (Grade 22, Step 10-19)
