Main Purpose of Job

RICA-Baltimore is a mental health residential treatment facility of the Maryland Department of Health located in Baltimore City. This facility serves adolescents and their families from all areas of Maryland.  RICA-Baltimore is staffed by qualified multidisciplinary treatment teams, providing treatment and educational programs for adolescent boys and girls aged 12 to 17.6 who are experiencing emotional, behavioral, and learning difficulties.  RICA Baltimore is focused on stabilizing, treating and reintegrating adolescents back into the community. Our program provides clinical, psychiatric, and psycho-educational programming for up to 45 residential clients and 80 day students.

The Principal is responsible for planning, managing, and directing a ten month educational program and a 5 week extended school year program that serves the residential clients of RICA-Baltimore along with day treatment students who attend the educational program.  The Principal is responsible for ensuring the highest quality education for school-age residents at RICA-Baltimore is provided.  The Principal also ensures compliance with all regulations mandated by the Maryland State Department of Education (MSDE),  Maryland State Licensing Requirements, Joint Commission requirements, and other relevant regulating bodies. 

Job Duties include: 

  • Directs, evaluates, organizes, plans and supervises the educational program of RICA-Baltimore.
  • Interviews, and hires educational staff in accordance with RICA-Baltimore administrative policies.
  • Works cooperatively with the local educational agencies (LEAs) in providing effective educational programs for their youth enrolled in RICA-Baltimore programs. 
  • Collaborates with the various department heads within the facility to ensure effective educational and clinical programs for the residential and day treatment students. 
  • Works in partnership with identified local school systems to recruit, hire, and supervise educational staff members

MINIMUM QUALIFICATIONS

Candidates must possess a current license as an Administrator II from the Maryland State Department of Education or possess a current license as an Administrator I from the Maryland State Department of Education and eligible for the Administrator II licensure and at least 5 years of experience in a school leadership position and supervising teachers.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Advanced professional certificate/licensure in special education
  • Three years of experience working with students with emotional disabilities in a separate day program or residential facility
  • Extensive knowledge of IEP development and implementation 
  • Ability to motivate staff, students and families around the vision of the facility
  • Clear and effective communication skills for diverse audiences including students, staff and families
  • Well-organized, ability to balance competing priorities and multi-task
  • Leadership style that encourages teamwork and collaboration to support excellent instruction
  • Well versed in Code of Maryland Regulations (COMAR)
