PUBLIC SERVICE ENGINEER III

The Public Service Commission (PSC or Commission) regulates public utilities and certain passenger transportation companies doing business in Maryland.  The Commission regulates gas, electric, telephone, water, and sewage disposal companies. Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons. The PSC’s jurisdiction extends to taxicabs operating in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown.

 

The categories of regulated public service companies are listed below: electric utilities; gas utilities; combination gas and electric utilities; telecommunications companies; water, and water and sewerage companies; passenger motor vehicle carriers (sedans, limousines, and buses); railroad companies; taxicab companies; and other public service companies.

 

The Commission is empowered to hear and decide matters relating to: (1) rate adjustments; (2) applications to exercise or abandon franchises; (3) applications to modify the type or scope of service; (4) approval of issuance of securities; (5) promulgation of new rules and regulations; and (6) quality of utility and common carrier service.

This is a recruitment for a Regulatory Engineer (Public Service Engineer III) in the Engineering Division of the Public Service Commission. The engineering work includes inspection, testing, investigation, and evaluation of physical facilities used by public utility companies in the production and distribution of their products and services. The successful applicant must be  resourceful, self-starter with excellent time management, interpersonal and communication skills. The Public Service Engineer III monitors, reviews and assesses the safety, reliability and performance of electric utility distribution systems operating in Maryland.  Writing skills are required for pre-filed testimony and presentation during live and virtual hearings.  Development of rules and regulations is required to keep Maryland at the forefront of a changing energy landscape which promotes renewable resources.

• Analyzing reliability reports and performance improvement plans and inspecting utility records, procedures and electric facilities, when necessary;  
• Conducting risk assessments, developing reliability metrics and recommending proposed rulemakings to improve utility performance and assure utility accountability; 
• Assessing regulatory compliance and managing inspections,  Investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services;  
• Participate in technical workgroups and other inter-divisional and inter-agency team assignments and provide quality deliverables by the assigned due date;  
• Investigation of consumer complaints against electric distribution companies;  
• Handling reports of accidents submitted by electric utilities;  
• Preparation of oral and written testimony; 
• Review literature and filings  
• Supporting state-wide emergency response efforts related to  energy and utilities;   
• Resolving deficiencies identified during inspections.  
• Perform other tasks as assigned by the Engineering Division.

Education:   A bachelor’s degree in engineering from an accredited college or university. Experience: Two years of engineering experience conducting inspections, tests, investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services. Notes: 1. Candidates may substitute additional professional engineering experience on a year-for-year basis for the required education. 2. Candidates may substitute professional engineering experience other than as defined above at the rate of two years for each one year of the required experience. 3. Candidates may substitute the possession of a master’s degree in engineering from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering classifications or Engineering specialty codes in the Environmental field of work on a year-for-year basis for the required education.

Established networking within the industry to capably represent the agency in industry and inter-agency technical and regulatory working groups. A proven track record in working with regulatory attorneys and economists and experience in delivering expert testimony is a plus.
