Introduction
The Maryland Department
of Commerce is seeking qualified applicants for the position of Economic
Finance Specialist within the Office of Finance Programs’ Small Business
Unit.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.
It is important to complete the Supplemental Questions that are part of the application process.

Main Purpose of Job
The main purpose of this position is to provide finance program assistance to businesses and local jurisdictions, including a distinct focus on Small, Minority and Woman-Owned firms in support of the Department’s economic development objectives.
POSITION DUTIES
The incumbent will deliver the
Department’s finance programs in support of the agency’s core mission - to
create, attract, and retain businesses in the State. The position will evaluate prospects and
projects to determine program eligibility and appropriate transaction structure;
prepare a comprehensive written analysis and summary of a proposed transactions;
present analysis and summary of transactions to the appropriate authority for
approval; and coordinate the documentation, settlement and disbursement of the
approved transactions. This position
provides ongoing monitoring of the transaction for performance,
creditworthiness, and collection, if necessary; interacts
with customers, industry, agency personnel, jurisdictions, and other State
agencies.
The
selected employee will possess excellent interpersonal, written and oral
communication skills; the ability to read, analyze, and interpret a variety of
financial statements, business plans, financial and credit reports and conduct
analysis as well as the ability to collect data, establish facts, and define
problems. Must be able to work with
high level public and private sector officials and maintain effective working
relationships and handle multiple, concurrent and high priority projects and
be familiar with business accounting and finance.
Statewide travel is required.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college
or university in Business, Finance, or related field.
And
Experience:
Five (5) years of experience in administrative staff or professional work.
Three (3) years of the experience must have involved commercial bank lending
experience that includes; underwriting, analyzing project information,
financial statements, projections, cash flow and credit analysis and reports,
spreadsheets, collateral evaluations, and loan documentation. Equivalent
education and experience will be accepted.
Notes:
1. Additional experience in administrative staff or professional
work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education from an accredited
college or university in business administration, finance, accounting,
economics, or a closely related field at a rate of 30 semester hours on a
year-for-year basis for the experience.
3. Candidates
may substitute U.S. Armed Forces military service experience as a commissioned
officer involving staff work related to the administration of rules,
regulations, policy, procedures and processes, or overseeing or coordinating
unit operations or functioning as a staff assistant to a higher-ranking
commissioned officer on a year-for-year basis for the required
experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Describe in detail any job duties relating to the qualifications stated. Please list, if applicable, process experience for each of the positions you held.
Experience in reading, analyzing,and interpreting a variety of financial statements, projections and collateral.
Experience providing financing assistance to small,
minority and woman-owned businesses.
Experience in conducting analysis, collecting data, and establishing facts.
Familiarity with business accounting and finance.
Proficiency
with Microsoft Office Suite, Google Mail and/or other relevant programs.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is required.
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
