Main Purpose of Job
As the Service Continuum
Coordinator, you will spearhead the creation and enhancement of local
continuums of care, working closely with a diverse group of stakeholders to
address service gaps and implement impactful solutions. Reporting to the
Assistant Secretary for Resource, you will oversee various initiatives aimed at
investing resources in community-based services and supports, ensuring the
successful delivery of the department's mission.
Some key
responsibilities of this position may include, but not be limited to:
- Collaborating with departmental partners and a workgroup to map the current service array and identify gaps
- Leading and convening workgroups and planning teams with representatives from state and local agencies, the judiciary, contractors, community organizations, schools, and impacted youth and families
- Developing and managing work plans, timelines, training programs, meeting agendas, and implementation plans
- Overseeing consultant resources and activities, including procurement and direction for asset and interest mapping exercises
- Identifying and planning for funding opportunities, including state budget approvals and philanthropic support
- Providing regular updates to departmental leadership and relevant stakeholders on progress and challenges
- Preparing monthly updates for the Secretary and developing charging memos for the service continuum workgroup
- Serving as the primary liaison with the technical assistance provider
This position is eligible to work a hybrid telework schedule.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Public Administration,
Social Work, Human Services, or a related field.
Experience: Five (5) years of progressively
responsible experience in program management, social services, or a related
field, with a strong background in coordinating and managing complex projects.
DESIRED OR PREFERRED QUALIFICATIONS
A Master’s
degree in Public Administration,
Social Work, Human Services, or other closely related field is preferred.
Demonstrated
expertise in coordinating and managing multi-stakeholder workgroups involving diverse
participants, including government agencies, community organizations, and other
key stakeholders.
Extensive
experience in developing and implementing community-based programs, with a
strong focus on addressing service gaps and improving outcomes for youth and
families.
Proven
ability to manage and allocate budgets, secure funding from various sources,
and oversee consultant activities to ensure project success.
Experience
working directly with youth, families, and community organizations is highly
desirable, with a strong understanding of the challenges and opportunities in
this sector.
Exceptional
skills in strategic planning, project management, and stakeholder engagement,
with a track record of delivering impactful results.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
