Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons.  FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service.  We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.

As the Policy Team, we work collaboratively with the FAMLI service delivery teams, outreach team, strategic communication steam, product team, and Maryland Department of Labor colleagues to develop the underlying policies for the FAMLI program.

The Deputy Director will work closely with the Policy Director to set the underlying policies for the FAMLI division through the drafting of regulations, guidance and fact sheets; serving on working groups; directing research and writing projects; and mentoring junior colleagues.

Main Purpose of Job

The Deputy Director is a senior member of the FAMLI Policy Directorate focusing on statutory and regulatory compliance, and policy. The Deputy Director serves as a primary compliance and policy subject-matter expert and point-of-contact for operational and technical staff within the FAMLI Division. The Deputy Director coordinates, interprets, researches, develops, and monitors policy initiatives related to the establishment and administration of Maryland’s family and medical leave system. Designated duties will support FAMLI’s Policy Directorate in promoting, planning, developing, and implementing the system, as required by statute, regulation, executive order, and/or departmental priority that will facilitate the efficient and effective delivery of FAMLI services. The Deputy Director will lead and mentor junior members of the team.

POSITION DUTIES

Duties of this position include but are not limited to:

● Identify and lead on design and creation of new product and service protocols using knowledge of FAMLI policies.
● Develop and offer solutions to roadblocks.
● Lead inter-departmental projects and meetings.
● Work collaboratively with the FAMLI Policy Director, other members of the Policy Directorate, members of the
   FAMLI Office of the Assistant Secretary, and other division leadership to integrate legal analysis, policy, 
   regulatory, and legislative changes to ensure effective implementation of the FAMLI system.   
● Iterate draft, and finalize manuals, program guidebooks, regulations and other departmental polices for both 
   external and internal use. 
● Iterate, draft, and finalize background materials, including briefing materials, talking points, presentations, 
   fact sheets, and other materials for use b the Assistant Secretary, Deputy Assistant Secretary, FAMLI policy
   Director, and other FAMLI senior staff.
● Provide leadership and mentorship to junior colleagues.
● Assign and monitor staff projects.
● Evaluate and integrate stakeholder input (employee groups, employer groups, insurers, third party 
   administrators advocates, etc) into FAMLI policies.
Attend and present at meetings with stakeholders as Directorate representative.
● Plans and conducts research and analysis of policy initiatives and best practices to ensure effective policy 
   implementation for the FAMLI program. 
● Iterates, plans, and executes special projects.
● Makes recommendations to Division leadership regarding policy decisions. 

MINIMUM QUALIFICATIONS

Experience: 
Qualified candidates must possess a degree from an accredited college or university and five (5) years of professional experience, including three (3) years of management responsibilities, in developing or implementing policies and/or programs.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
