Introduction
The Maryland Department of Commerce is seeking qualified applicants for the position of Tax Specialist (Administrator V) within its Division of Business and Industry Sector Development’s Office of Finance Programs.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
Administers daily compliance of tax incentive programs as part of the economic development mission of retaining, expanding, and attracting businesses.
POSITION DUTIES
The incumbent will work in the Tax Incentives Group whose primary responsibility is to administer daily compliance tax incentive programs as part of the economic development mission of retaining, expanding, and attracting businesses. The Tax Specialist will receive and process tax program applications, certify and track tax credits and use relational databases for periodic reports; study and analyze economic and statistical data to measure the economic climate and programmatic performance; project value of tax incentives; and perform tax research. Specific job functions include: daily administration of 14 Commerce tax credit programs including communication with all stakeholders, maintaining files and records, preparing reports, and ensuring compliance with laws and regulations, and drafting and updating regulations to enable proper administration of tax programs with law and program rules. The Tax Specialist will be cross trained on all tax credit programs; keep current on changes to state statues and communicate with other Maryland state agencies and local governments to ensure compliance; may represent Commerce in preparing bill comments, fiscal notes and testimony to the legislature.
The selected employee will possess excellent interpersonal, written and oral communication skills; an aptitude for detailed work; ability to conduct technical business research - collect data, establish facts, and define problems; read, analyze, and interpret financial statements, projections and related documents. Able to work with internal and external customers, high level public and private sector officials and maintain effective working relationships; handle multiple, concurrent and high priority projects; and work independently. Proficiency with Microsoft Office Suite, computer research services, Google Mail and/or other relevant software.
Some Statewide travel is required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work. Three years of this experience must have involved income tax research and the preparation of business and individual income tax returns.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific information on

1. Bachelor’s in accounting or an undergraduate degree in
business, finance, economics with 30 semester hours in accounting.
2. Six years’ experience in administrative or professional
work with three (3) of these years in income tax research and preparation of
business and individual income tax returns.
3. Proficiency with Microsoft Office Suite, computer
research services, Google Mail and/or other relevant software.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
