The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of2010(ACA). Main Purpose of Job

The Salesforce Administrator at MHBE is pivotal in managing and optimizing the Salesforce environment, ensuring it aligns with the agency’s mission and operational needs. Serving as the primary system administrator, this role encompasses all fundamental administrative functions such as user account maintenance, customization of reports and dashboards, modifying page layouts, and managing field creation. The administrator efficiently oversees license management to ensure compliance and cost-effectiveness, automates processes using Salesforce tools like Process Builder, Flow, and Validation Rules, and manages more straightforward integrations and Salesforce AppExchange apps to enhance event management and document merging functionality. Additionally, the Salesforce Administrator trains new users, broadens Salesforce skills across the organization, and meticulously documents all system customizations and configurations. This documentation aids in future audits and upgrades, ensuring ongoing system integrity. The role also involves strategic planning for Salesforce seasonal releases, system upgrades, and long-term projects to maintain the platform’s relevancy and alignment with technological advancements and MHBE’s goals. Through these efforts, the administrator is crucial in leveraging technology to enhance MHBE’s efficiency and service delivery.

POSITION DUTIES

20% Perform user account maintenance,  profiles, customization of reports and dashboards, modifying page layouts, flows and managing field creation. Ensuring optimal performance of Salesforce systems and products


15% Performs in-depth analysis of  license management and its alternatives to include consideration of technical matters, costs and proper utilization of licenses

 


20% Lead Salesforce configuration changes, including (but not limited to): Flow, fields, page layouts, record types, custom settings, objects dashboards and reports

 

15% Provides expert technical advice and guidance to information technology staff such as IT Programmers, Systems Analysts, Technical Support Specialists, Network Specialists, Database Specialists, vendors, and supervisory personnel. 


10% Evaluating and installing new Salesforce releases, as well as providing training and support. Coordinate and manage the implementation of Salesforce Releases.


10% Performs special assignments such as feasibility studies which involve long-range planning and an understanding and evaluation of diverse technical options in designated area of specialization to determine the course of current and future information technology solutions, methods, and standards

 

7% Keeps abreast of the state-of-the-art in the specific information technology discipline by reviewing technical journals, attending technical classes, conferences and user groups and maintaining regular communication with hardware and software vendors


3% Performs other related duties

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Five Years of hands-on experience designing, developing, implementing, maintaining and controlling database management systems for computers.  This includes strong Salesforce product knowledge and Salesforce Administration hands-on experience with Service Cloud, Shield, etc focusing on the following:

· All aspects of user and license management including new user setup/deactivation, roles, profiles, permissions, public groups, & sharing rules

· Salesforce configuration changes, including (but not limited to): Flow, assignment rules, approval processes, fields, page layouts, record types, dynamic layouts, apps, actions, custom settings, mobile administration, dashboards and reports

· Implementing Salesforce configuration changes

· Understanding of basic triggers/Apex code knowledge

· Sandbox environment management

· DevOps/release management experience

 

NOTES:                                                                                                                  

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Having certification as a Salesforce Administrator
  • Experience with Health Care organization preferably with Health Exchange.
  • Experience with Enstien (Salesforce AI)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
