Main Purpose of Job

The Systems Administrator at MHBE is responsible for designing, building, maintaining, and operating the security infrastructure of MHBE. This position plays a crucial role in managing MHBE’s enterprise systems, ensuring they meet the stringent information security standards mandated by the Minimal Acceptable Risk Standards for Exchanges (MARS-E) and IRS Publication 1075. The administrator must maintain a high level of vigilance to safeguard the systems against potential threats and ensure compliance with these regulatory requirements. Additionally, the Systems Administrator provides essential technical support to other engineers, IT teams, and users across MHBE. The person is tasked with monitoring system performance, troubleshooting issues, and working collaboratively with the Information Security team to ensure that security configurations are appropriately implemented and maintained. The role also involves assisting with audits, participating in security investigations, and performing other duties as required to support the secure and efficient operation of MHBE’s IT infrastructure.

   

   

POSITION DUTIES

 

1. Design and Maintain Security Infrastructure (30%):

Develop and maintain the security frameworks for Active Directory, Red Hat Linux, MacOS, and Windows OS within MHBE’s infrastructure.

Ensure all systems are secure and compliant with the Minimal Acceptable Risk Standards for Exchanges (MARS-E) and IRS Publication 1075.

 

2. Monitor System Performance and Ensure Compliance (20%):

Regularly monitor the performance of MHBE’s IT systems including Web Application Firewalls and Zero Trust Security Systems. Identify and address efficiency issues, ensuring optimal operation and compliance with security standards.

 

 

3. Troubleshoot and Resolve Issues (25%):

Provide primary support for troubleshooting complex system issues across various platforms, including but not limited to: Active Directory, Linux, DevSecOps pipelines and EndPoint Protection systems.

Offer timely and effective solutions to maintain system integrity and performance.

 

4. Collaborate on Security Enhancements (15%):

Work closely with the Information Security team to implement and maintain security configurations for Identity and Access Management systems, participate in the development of new security protocols, and ensure that security practices are up to date with industry standards.

 

5. Support Audit and Compliance Activities (10%):

Assist with internal and external audits, contribute to security investigations, and ensure that all systems, including Zero Trust configurations, meet required standards and regulations to maintain compliance and mitigate risks.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Four Years of experience designing, developing, implementing, maintaining and controlling database management systems for computers.  

NOTES:  

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. At least 3 years of experience in designing, building, maintaining, and operating security infrastructures for enterprise systems, including Active Directory, Red Hat Linux, MacOS, and Windows OS.

 

3. A minimum of 2 years of experience in monitoring IT system performance, including Web Application Firewalls and Zero Trust Security Systems, ensuring compliance with security standards such as NIST, MARS-E and IRS Publication 1075.

4. At least 3 years of experience in troubleshooting complex system issues across various platforms, including Active Directory, Linux, Dev Sec Ops pipelines, and End Point Protection systems.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Systems Administration classifications or Systems Administrations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Over 5 years of experience in developing and maintaining advanced security frameworks and protocols, with a focus on proactive security enhancements and cutting-edge technology integration

    More than 4 years of experience in developing and implementing innovative monitoring tools or scripts that automate compliance checks and proactively alert teams to potential issues.

    At least 3 years of experience leading projects that introduce significant improvements in security practices or efficiency, including mentoring other team members in security.

    At least 3 years of experience in evaluating and procuring software solutions critical for managing IT infrastructure, ensuring alignment with technical requirements and security policies.

    Strong analytical and problem solving skills.

    Excellent communication skills including the ability to understand and communicate technical information to business users, and gather business requirements that can be translated into technical requirements.

                Ability to manage multiple critical priorities and tight deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
