The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of2010(ACA).

Main Purpose of Job

The primary responsibility of this role is to lead a team of five Database Administrators in managing and supporting the HBX application databases crucial for the Maryland Health Benefit Exchange (MHBE) processing of applications for Medicaid and Qualified Health Plans under the Affordable Care Act. This pivotal position oversees the operational integrity of diverse RDBMS platforms including PostgreSQL, MongoDB, Microsoft SQL Server, and AWS RDS within the AWS cloud environment. The successful candidate will ensure database availability, perform performance tuning, plan for disaster recovery, and maintain compliance with strict security protocols to protect sensitive consumer data. Additionally, this role requires strategic planning to align database strategies with MHBE’s IT objectives, collaboration with internal and external stakeholders to meet business needs, and continuous maintenance of database integrity to facilitate reliable access to affordable health coverage for Marylanders. This role demands a blend of technical expertise in database and cloud management along with strong leadership skills to drive the organization's strategic initiatives forward.

POSITION DUTIES

        Oversees Scheduling and Management of Agency Database Admins: Directs the daily operations and strategic management of database administrators, ensuring efficient workflow and resource allocation.

       Develops and Applies Best Practices for Database Tuning and Data Quality Management: Implements best practices for optimizing database performance across PostgreSQL DB, MongoDB, and similar systems while conducting regular data quality evaluations to ensure data integrity and proposing enhancements to database management and error correction processes.

       Monitors and Administers Database Operations: Oversees all aspects of database operations, including monitoring CPU, disk, and memory usage, space utilization, and overall performance, coupled with administering PostgreSQL Server configurations such as patch management, and performing maintenance tasks like Vacuum, Full Vacuum, and analysis in both production and non-production environments.

      Implements and Maintains High Availability and Disaster Recovery Solutions: Designs and maintains MongoDB infrastructure for high availability, develops comprehensive disaster recovery plans, and establishes robust prevention strategies using techniques like Database Backup and Restore, Database Snapshot, Log shipping, Clustering, and Database Mirroring across MongoDB, MS SQL Server, and PostgreSQL.

     Designs and Upgrades MongoDB Systems: Responsible for the architectural design of MongoDB replica sets and the strategic upgrading or migrating of MongoDB database versions on various platforms to enhance scalability and performance.

 

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Four Years of experience designing, developing, implementing, maintaining and controlling database management systems for complex applications.

DESIRED OR PREFERRED QUALIFICATIONS

1. 5 years of experience in advanced cloud database management, specifically within AWS, demonstrating expertise in leveraging cloud services for database optimization and scalability.

2. More than 4 years of experience in strategic planning and execution of database strategies that align with organizational IT objectives, including collaboration with internal and external stakeholders.

3. 4 years of experience leading initiatives to innovate database performance and data quality management techniques that set a benchmark within the organization.

4. 3 years of demonstrated leadership in managing database operations under high-stress conditions, ensuring high morale, team cohesion, and minimal service interruption.

5. Strong analytical and problem solving skills.

6. Excellent communication skills including the ability to understand and communicate technical information to business users, and gather business requirements that can be translated into technical requirements.

7. Ability to manage multiple critical priorities and tight deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
Annual Leave - ten (10) days of accumulated annual leave per year.
