Introduction
Maryland Public Television, commonly known as MPT, is a regional PBS affiliate that broadcasts throughout Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. Headquartered in Owings Mills, MPT operates a full-service advertising agency, called the Maryland State Ad Agency (MSAA), which serves the needs of the Maryland State agencies seeking to communicate important messages through public service announcements and advertising. Campaigns include messaging about substance disorders (such as opioids), problem gambling, Covid-19, state trooper recruitments and the state's 988 suicide and crisis lifeline.

Main Purpose of Job
The Managing Director will run the day-to-day operations of the Maryland State Ad Agency (MSAA), an independent division of Maryland Public Television (MPT). The Managing Director will oversee all aspects of MSAA, including, but not limited to, business development, client relations, account planning, analytics, identifying and implementing best practices, staffing, team leadership, media placement, and budget management. The Managing Director, reporting to the Executive Vice President of MPT, is also responsible for hiring and empowering the Creative Director to build out the creative vision and production operations of the agency.
POSITION DUTIES
- Developing, updating and executing the agency’s business plan, including goal setting for all aspects of the agency, as well as determining key performance indicators, and metrics for success.
- Fostering client satisfaction by building relationships with existing clients to support and backstop the account management team.
- Working with the account team to develop account strategy, budget, timeline, and creative brief.
- Maintaining the agency’s budget to ensure the expenses are controlled and revenue goals are met.
- Identifying best practices and staying abreast of industry trends, including being aware of the latest software tools to improve agency efficiency and quality of services.
- Leading business development, including agency marketing and client recruitment.
- Managing the staff and contractors of the agency with direct report oversight of business operations, client relations, analytics and research, account planning, and media placement.
- Work with the creative director to determine the creative vision for the agency. marketing the agency, overseeing all operations, including media planning, placement timelines, buying, creative services, trafficking, reporting and client services.
- Work with the creative director to develop quality vendor relationships to ensure access to outstanding freelancers and contractors for use when needed to meet client goals.
- Ensure that all projects are measurable by industry standard metrics and key performance indicators and that both staff and clients have access to analytics, reporting and dashboards as appropriate.
MINIMUM QUALIFICATIONS

- Extensive understanding and experience with agency management best practices, advertising industry operations, business development, account planning, and client management.
- Ability to develop account strategies based on industry trends and developments.
- Exceptional organizational and multitasking skills, especially when working with multiple projects or teams.
- Strong skills in staff development and mentoring.
- Excellent management, negotiation, listening, and verbal and written communication skills.
- Decisiveness and strong problem-solving skills, especially under pressure.
- Ability to develop and maintain strong working relationships under deadlines.
- Experience writing agency business plans that include KPIs is preferred.
- Strong existing relationships with Maryland media outlets’ sales operations preferred.
