Introduction

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland.  MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations, commercial leasing, health services, and the State’s commercial non-discrimination policy.

Main Purpose of Job

The primary function of this position is to manage the programmatic activities of the agency and ensure compliance with all laws governing such activity. In addition, the Deputy Director performs all duties and assignments as prescribed by the Executive Director and the Commission in the execution of agency-wide goals and objectives. In the absence of the Executive Director, the Deputy Director shall perform all functions and exercise all authority of the Executive Director.

POSITION DUTIES

Administrative Activities

Reviews and evaluates the administrative practices and activities in agency programs providing advice and assistance in facilitating desired actions and screening out unsound proposals or actions. Prepares and presents formal recommendations (written or verbal) to the Commissioners and Executive Director on a variety of agency programmatic matters.Represents the Agency with other officials and members of the general public in MCCR matters.Represents the Agency in a professional capacity to foster positive community and business relations.  This may include speaking engagements, participating in activities organized/sponsored by various interest groups and/or business groups.Establishes and maintains an appropriate working knowledge of current and proposed legislation impacting the Agency.Participates in discussion, meetings, conferences and briefings addressing legislative matters of concern to the Commission; and may be required to testify on behalf of the agency before legislative committees.Ensures compliance with federal, state and Agency rules and procedures germane to both programmatic and administrative matters.Ensures the implementation of formal record keeping systems which document project status, programmatic activity and program and staff performance measures.Composes correspondence, proposals, reports, and other relevant material in final format, for the Executive Director’s approval and/or signature.

Programmatic Activities

Case Processing Develops and implements case processing policies and procedures to:Ensure efficient and complete intake of new complaints and ensure that the authorization of those complaints is in compliance with both required and agency guidelines.Ensure prompt assignment of cases to investigative units and ensure that all necessary documentation is processed for appropriate data entry and tracking.Ensure development, implementation and maintenance of complete tracking systems that will monitor all case processing activity, track rate of accuracy and supply pertinent information for periodic report generation.  This shall include, but not be limited to, HERO database, EEOC rejections, remand from the legal unit, etc.Ensure the development and maintenance of a Case Processing Manual and staff training in the utilization of the manual.Ensure the establishment and implementation of a tracking/review process to evaluate the effectiveness of established procedures.Ensures the development of any other case processing activities as assigned or designed.

Agency Contract Relations

Oversees the agency’s contractual relationships with federal agencies to include: Equal Employment Opportunity Commission (EEOC), the Department of Housing and Urban Development (HUD), and other federal agencies as necessary.  This will entail:Negotiating and developing final documents for the Executive Director’s review and signature of contract proposals, work sharing agreements, and other similar matters as assigned.Monitoring and ensuring the maintenance of a system to document and flag completed cases that meet contract criteria of eligibility.  This includes timely and accurate generation of reports or activities requested by federal agencies.  Serving as liaison between the Commission and federal agencies for any other concerns that may arise.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years managing or supervising Federal, State or local programs enforcing anti-discrimination ordinances to include employment, housing, public accommodations, commercial leasing, health services, and the State’s commercial non-discrimination policy.

Notes: Candidates may substitute an additional year of general professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social work for six months of the required supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

An advanced degree is preferred
Managerial experience in civil rights and anti-discrimination work or a closely related field
Prior government agency experience
Experience in establishing and maintaining relationships with key stakeholders to include Federal, State and local partnerships
Excellent written and oral communications
