POSITION DUTIES

The Director of Division of Parole and Probation (DPP) provides executive direction to the division providing offender supervision and investigation services under Maryland law, within the Department of Public Safety and Correctional Services.

  • Provides leadership, managerial direction and coordination to managers and all staff of DPP. 
  • Oversees the work delegated to subordinate managers and staff subordinate managers and staff regarding operational, personnel, organizational, and performance requirements. 
  • Plans, assigns tasks and priorities, directs, evaluates and establishes guidelines and performance expectations for managers and staff. 
  • Acts to maintain/improve the quality and quantity of operational services involving the introduction/refinement of automated systems, reorganization of operating sections and units, reassignment of personnel, and development of proposals to increase organizational resources. 
  • Ensures that programs are in place to effectively monitor offender compliance with conditions of probation, parole or supervised release. 
  • Ensures that staff is adequately trained and understands sex offender registration laws of Maryland; that staff fully complies with the registration of sex offenders consistent with requirements of the law; and that all eligible offenders are referred for DNA collection. 
  • Determines the need for written policies and procedures; and reviews/approves policy drafts. 
  • Directs analysis of statistical data relating to operations.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Bachelor's degree from an accredited four-year college or university, in social science, behavioral science, business or public administration, or other related field. In order to meet this educational requirement an official copy of your transcript must accompany your application.
Experience: Nine (9) years of experience in parole and probation with five (5) years of progressive management experience with at least three (3) years in a senior management position.

Note: A Master’s Degree from and accredited college or university may be substituted for up to two (2) years of the required experience. 
Applicant must have management experience in budget administration, which includes, managing, developing, analyzing and implementing budgets.
Applicant must have management experience in representing an organization at interagency functions, community groups and legislative forums.
Applicant must have experience interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups and local governments.

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience implementing program goals, standards and controls to meet program objectives. 
2. Experience overseeing and managing budget and financial resources.
3. Experience preparing and providing testimony to executive and legislative officials.
4. Experience working in a collective bargaining environment.
5. Proficient in Smart Sheets and Google Sheets.
