LOCATION OF POSITION
Main Purpose of Job
The Deputy Secretary reports to the Secretary of Higher Education and is responsible for performing routine tasks and assigned projects to support the Secretary and the agency staff. The position is responsible for the management, coordination, communication, and implementation of agency projects, procedures, policies, and other functions related to the overall mission of the Maryland Higher Education Commission. The position serves as the Secretary’s designee or liaison to internal and external parties including multiple statewide coordinating bodies, such as the GWDB and the Governor’s Smart Growth Sub Cabinet. This position will take lead in implementation of Blueprint Report, Moore-Miller State Plan, and development of Post 2025 Goals. This position is responsible for managing and providing recommendations on personnel actions, telework, parking in conjunction with the Director of Budget and Administration.
POSITION DUTIES
- Acts as an intermediary, designee, and/or liaison between the Secretary and other internal and external entities including but limited to the agency senior staff, Governor's office, other State agencies, college and university officials and administrative staff, Maryland General Assembly, Commission members, and the general public.
- Evaluates efficiency of operations and develops, revises, and recommends new policies, standards and workflow procedures.
- Interprets and manages new regulations and agency polices.
- Develops and implements strategies for the integration of the Governor’s Executive Orders into agency policies.
- Coordinates workflow with divisional directors of other units in areas of work spanning multiple units.
- Transmits assignments and instructions with the authority of the Secretary of Higher Education.
- Conducts project reviews on critical agency initiatives such as grant applications, and budget development.
- Organizes and prepares all Commission, and Segmental Advisory Council agendas and related material.
- Assists with the Secretary’s calendar of appointments with internal and external entities as necessary.
- Works on sensitive and confidential projects requiring discretion, and judgment in the release of information.
- Works closely with the Department of Budget and Management and the agency Director of Budget and Administration to manage the agency’s personnel structure.
- Manages employee relations issues, which include serving as the designee of the appointing authority to conduct investigations and issue disciplinary actions.
- Evaluates, and implements requests for classification and salary changes.
- Serves as the Agency Telework Coordinator; file all required bi-annual reports and attend seminars and training session to learn new policies and regulations.
- Manages the Agency’s parking system.
- Manages the agency PEP process in December and June; provide feedback and advice to the senior staff.
- Interprets and applies all personnel and pension statutory, regulatory, and guideline provisions.
- Performs special projects as requested by the Secretary, which can include coordinating and managing meetings and agendas; drafting correspondence and reports; serving as a member or the Secretary’s designee on workgroups; and carrying out such other duties as assigned.
- Drafts or reviews press releases and all other communications to the Governor, Maryland General Assembly, college and university officials, and other external entities.
- Manages the Governor’s IQ System, which includes consulting with associated MHEC divisions, drafting form letters, and other correspondence to a variety of stakeholders.
- Collects and organizes agency Speech State information.
- Responds to reporter inquiries and other external entities.
- Makes recommendations and reviews all new or revised legislation affecting the agency in consultation with the Executive Director of External Relations.
- Assists the Secretary and Executive Director of External Relations with all agency outreach and relations with elected officials.
- Prepares fiscal estimates and testimony for proposed legislation for the General Assembly, and represent the agency at various briefings and bill hearings.
- Provides leadership, direction, and guidance for agency staff.
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate will be an experienced leader in postsecondary education with excellent communication skills, budgeting, and financial aid experience. Applicants should have experience representing his or her organization before the legislature or similar governmental entities, managing projects with deadlines, working independently and collaboratively as part of a team, and leading interagency work groups.
- Three years of experience; must include senior level management.
- Three years of experience; must include direct management/supervisory experience.
- Demonstrated familiarity with higher education policy issues.
- Demonstrated familiarity with federal and Maryland statutory, regulatory, and programmatic provisions.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees
in this classification may be assigned duties that require the operation of a
motor vehicle. Employees assigned such duties will be required to possess a
motor vehicle operator’s license valid in the State of Maryland.
