Main Purpose of Job

The Deputy Director position serves the Governor's Office of the Deaf and Hard of Hearing and is responsible for working with the State Board of Sign Language Interpreters. This position is responsible for the supervision of staff and evaluating and assessing applications of interpreters applying for licenses. Work requires independent contact with management staff, representatives for the Governor's Office of the Deaf and Hard of Hearing, clients and service providers, and a supportive platform of interpreting for the Governor's communication team (media and the public working with a deaf interpreter). This person also assists with developing and maintaining services related to effective communication access for the Deaf, Deafblind and Hard of Hearing Marylanders may not be limited to providing programs, mentoring, developing interpreter skill development opportunities and resources. Communication access, use of interpreters and deaf culture issues.

POSITION DUTIES

● Assist the Director in providing professional, administrative, and supervisory staff work in managing the daily operations of the Office.

● Research, create, and analyze statistical reports and data to identify program deficiencies. Make recommendations to the Director regarding areas of improvement in operational efficiency and effectiveness. 

● Lead support to the State Board of Sign Language Interpreters (SBSLI). This includes coordinating meetings, regular reports, and reviews. 

● Handle and develop ongoing updates of regulations. Keeping current on changes in law and regulations that may affect the Office’s operations.

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree from an accredited college or university.

Experience:  Six (6) years of administrative staff or professional work. This experience must include four (4) years of administrative staff or professional work, two years of experience overseeing and managing programs, initiatives of American Sign Language Interpreters with an additional two years of supervisory experience. 

● Advanced interpreting skills both sign to voice and voice to sign.

● Ability to communicate clearly in writing and orally and in American Sign Language.

Note:  Candidates may substitute additional experience managing programs and working with American Sign language Interpreters for the required college education on a year-for-year basis for up to four years of the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

● Eligible for MD Interpreter Licenses (underwriting requirements set by SBSLI). 
● National interpreting credentials (i.e., National Registry of Interpreters for the Deaf or National Association of the Deaf); may consider profile of eligibility to obtain credentials within a year of hire. 
● Professional knowledge: Deafness, Deaf Culture, American Sign Language, Interpreting Practices and Processing models (i.e., long-term memory, short term member, visualization, language fluency, mentoring techniques). 
● Ability to work ethically and professionally in a wide range of situations with a diverse group of customers. 
● Ability to interpret and transliterate in a variety of settings. 
● Ability to assess customer’s communication needs to provide effective communication, knowledge of communication access accommodations. 
● Ability to train others. Ability to research and develop training. 
● Ability to maintain confidentiality and discretion in all matters. 
● Proficiency in Microsoft Office and other office software 
● Flexibility to work outside of regular business hours, as needed. 
● Other duties and projects as assigned. 
● Strong organizational and time management skills with the ability to prioritize tasks and meet deadlines. 
● Excellent written and verbal communication skills. 
● Strong attention to detail and accuracy. 
● Ability to work independently and as part of a team.
