Introduction

The data scientist is appointed by, and serves at the pleasure of, the Governor.

The data scientist will work as part of the Innovation Team and will focus on using data to offer decision making solutions to tangible project needs that other government leaders can also leverage into projections and programs to tackle challenges.

POSITION DUTIES

General Purpose: The data scientist for the Innovation Team will lead the effort to use data to guide the decision making of the Innovation team and State collaborators.

Responsibilities:
  • Drive the development of data science and research analysis projects to glean insight into pressing issues and policy areas in order to support the formulation of thoughtful solutions 
  • Work hand-in-hand with department leadership on specific Innovation Team projects to understand the data they currently collect and work to leverage these data for improving defined challenges and achieving outcomes 
  • Obtain, evaluate, and interpret data and reports from various systems, assessing relevant data source validity and reliability to meet Innovation Team project needs 
  • Conduct observational and statistical analyses using appropriate software and/or programming languages to test hypotheses, predict outcomes, and inform decisions 
  • Provide expertise to support data-driven decisions and policy 
  • Identify delivery obstacles and work with the Innovation Team to address 
  • Lead efforts to develop scalable, innovative approaches to extracting, managing and analyzing data for Innovation Team projects 
  • Present ideas and solutions related to the work of the Innovation Team’s data efforts in externally 
  • Identify indicators to test findings and hypotheses relevant to the Innovation Team’s projects 
  • Other duties and projects as assigned

MINIMUM QUALIFICATIONS

  • Fluency in scripting language suitable for data analysis and modeling such as Python and/or R  
  • Expertise with visualization tools like Tableau, Python or R visualization libraries 
  • A track record of demonstrating and successfully applying the following characteristics:
