ENOUGH Director

The Governor's Office for Children serves as a central coordinating office to support the well-being of children and families and reduce the number of children living in poverty, which requires a holistic, coordinated approach within State government and across public and private sectors at the federal, State, and local levels. The Governor's Office for Children will lead statewide efforts to build a comprehensive and efficient network of supports, programs, and services for children and their families in order to promote social and emotional well-being, reduce food insecurity, combat youth homelessness, expand access to health services, improve educational outcomes and job readiness, expand access to good jobs, and increase economic opportunity in sustainable ways in jurisdictions that historically have experienced underinvestment. The Governor's Office for Children will also work with multi-sector partners to implement place-based strategies designed to provide "cradle to career" access to high quality education and care; connect workers to high quality jobs; enable family-sustaining income and access to affordable high-quality housing, childcare and health care, including reproductive, maternal, behavioral and mental health care; and increase community health and safety.

General Purpose: The ENOUGH Director will lead the design and implementation of the ENOUGH Act, a first-in-the-nation state-level effort to end concentrated poverty. The ENOUGH Program will use place-based interventions to help transform communities with disproportionately high numbers of children living in poverty into communities with top schools, good jobs, safe neighborhoods, quality housing, and economic momentum.

The Director will be responsible for leading successful development and implementation of the ENOUGH Strategy. This senior leader will be responsible for planning and managing program budget, establishing relationships with key stakeholders in the public and private sectors, managing a team of community-based staff, and serving as a key spokesperson for the ENOUGH program. The Director will also collaborate with senior leaders across state government to harness learnings from the ENOUGH Program to design and implement policy and programmatic initiatives across state government that improve services and opportunities for children and their families.

The Moore-Miller Administration is seeking a seasoned leader with a passion for ending childhood poverty and ensuring a future in which all children in Maryland can reach their full potential.

This is a hybrid position based in Annapolis and requires flexibility to report to locations in Annapolis, Baltimore, and other areas of the state as needed.

Responsibilities: Lead design and implementation of the ENOUGH Act. Design place-based programming, informed by research and best practice. Lead effective and accountable implementation of competitive grant programs under GOC authority. Develop rigorous TA plans that leverage local and national expertise and an all-of-government approach to support neighborhoods experiencing concentrated poverty. Provide ongoing support to engaged communities. Supervise locally based GOC staff working to implement place-based anti-poverty initiatives at the regional and neighborhood level. Serve as a spokesperson for the ENOUGH Program.

Develop cycles of learning between state government and communities. Support interagency processes with sub-cabinet agency staff to develop and implement ideas and initiatives designed to ensure that all state agencies are maximizing resources to promote child well-being and economic mobility. Ensure incorporation of stakeholder input into the development of GOC’s initiatives and programs. Support stakeholder engagement with relevant agency staff to ensure effective implementation of services and programs. Inform policy and implementation efforts designed to improve services and opportunities for children related to access to government supports and benefits, including CTC, EITC, nutrition and health services, housing, transportation, and community development programs, workforce and job readiness programs, and support for entrepreneurs.

Establish relationships with key partners in the public and private sector and develop strategies to maximize investment in ENOUGH neighborhoods. Engage with philanthropic and private sector partners. Track funding opportunities at the federal, state, and local level that could support ENOUGH Neighborhoods. Drive external engagement with key stakeholders working on programs focused on economic mobility and poverty alleviation, including local community members, parents, and youth across the state.

• Advanced degree (master’s and above) in a related field 
• 4+ years of experience as an executive or senior leader of an organization 
• Transparent and high-integrity leadership 
• Experience in managing budgets and staff 
• Strong organizational skills, including planning, delegation, program development, and task facilitation 
• Confident public speaker 
• Knowledge of fundraising strategies and donor relationships 
• Demonstrated ability to build and maintain relationships with key internal and external stakeholders 
• Exceptional written and oral communication skills and interpersonal skills 
• Experience with programs that focus on economic mobility, youth, and/or community engagement preferred
