Introduction

Maryland Public Television, commonly known as MPT, is a regional PBS affiliate that broadcasts throughout Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. Headquartered in Owings Mills, MPT operates a full-service advertising agency, called the Maryland State Ad Agency (MSAA), which serves the needs of the Maryland State agencies seeking to communicate important  messages through public service announcements and advertising. Campaigns include messaging about substance disorders (such as opioids), problem gambling, Covid-19, state trooper recruitments and the state's 988 suicide and crisis lifeline.

Main Purpose of Job

Maryland State Ad Agency has a media buyer opening. This position is responsible for the overall metrics, development, execution, and management of media strategies, buys and related functions across broadcast, digital and social media.


POSITION DUTIES

- Execute and manage campaigns on media platforms including, but not limited to: Broadcast,
Cable, and Public Television, Broadcast and Public Radio, OOH, Google Ads, YouTube, Meta,
LinkedIn, Snapchat, CTV/OTT, streaming audio, and other programmatic vendors
- Have an understanding of all media types (traditional and digital)
- Monitor campaign performance and optimize as needed
- Collaborate with internal team members and clients to achieve campaign goals
- Contribute to final reports
- Stay up to date on industry trends and best practices
- Research target audience media consumption
- Maintain positive working relationships with media vendors
- Professionally represent Maryland State Ad Agency

MINIMUM QUALIFICATIONS

Education: AA degree or 60 credit hours from an accredited college or university.
Experience: Two (2) years of professional experience with programmatic media planning and
buying campaigns.
Note:
Candidates may substitute four (4) years of experience with programmatic media planning and
buying campaigns for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

-Strong preference will be given to applicants that possess the following.  Include clear and
specific information on your application regarding the qualification(s). 
-Proficiency with Microsoft Word, PowerPoint, and Excel.
-Proficiency with Google Drive, Sheets and Docs
-Experience researching media trends, opportunities and target media consumption.
-Experience with marketing metrics such as ROI, frequency, gross rating points, etc.
-Exceptional analytics, budget management skills, writing and organizational skills.
-Ability to work in a fast-paced environment, juggle multiple priorities and meet deadlines.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
