Introduction

The Governor's Office for Children serves as a central coordinating office to support the well- being of children and families and reduce the number of children living in poverty, which requires a holistic, coordinated approach within State government and across public and private sectors at the federal, State, and local levels. The Engaging Neighborhoods, Organizations, Unions, Governments and Households (ENOUGH) initiative is the first-of-its-kind state-led, place-based strategy to create poverty fighting opportunities driven by communities' lived experience and expertise, data and cross-sector partnerships. ENOUGH will surge resources into neighborhoods that have been disproportionately impacted by systems and policies that limit wealth creation and economic mobility. Maryland will invest $20 million into the ENOUGH Initiative during the first year. This ENOUGH Grant Program provides targeted resources and technical assistance to help address the root causes of poverty at the community level by strengthening the capacity for collaborative action across sectors, including education, health, workforce, housing, and community safety.

LOCATION OF POSITION

Statewide (Annapolis & remote with travel to Maryland communities).

  • Hybrid work environment with a mix of remote work, office-based activities, and frequent travel to rural, suburban, and urban communities across Maryland. 
  • Flexible work schedule to accommodate community needs, including occasional evenings and weekends.

POSITION DUTIES

The ENOUGH Community Engagement Coordinators are integral members of the ENOUGH Program team, dedicated to providing tailored support to a set of ENOUGH grant awardees. These roles will focus on assisting ENOUGH communities with partnership development, creation of cross-sector (i.e., cradle to career education, economically secure and healthy families, safe and thriving communities) plans to end concentrated child poverty, and implementation of those plans. The Community Engagement Coordinators will work closely with grant recipients in a set of assigned communities, offering coaching, technical assistance, and guidance in navigating government resources. They will also facilitate information sharing and best practices among grantees, ensuring a collaborative and effective approach to ending concentrated poverty. Community Engagement Coordinators will be assigned to a specific geographical region in the State of Maryland (i.e. Western Region, Capital Region, Central Region, Southern Region, and the Eastern Shore Region).

Responsibilities:
  1. Community Support and Engagement:
    1. Serve as the primary point of contact for community grant awardees, offering guidance and support throughout the grant lifecycle. 
    2. Work closely with community leaders in rural, suburban, and urban areas to tailor support to their specific contexts. 
    3. Support communities in securing holistic resources and technical assistance from national partners, state agencies, and other stakeholders. 
  2. Partnership Development: 
    1. Assist communities in identifying, building, and maintaining strategic partnerships with local stakeholders. 
    2. Support the Lead Community Engagement Coordinator in implementing partnership development strategies and ensuring alignment with neighborhood plans. 
  3. Neighborhood Action Plan Creation and Implementation: 
    1. Collaborate with community leaders to develop and refine Neighborhood Action Plans that address key issues such as education, housing, and economic development. 
    2. Provide on-the-ground support during the implementation phase, helping communities navigate challenges and capitalize on opportunities.  
  4. Technical Assistance:  
    1. Deliver targeted technical assistance to grant awardees, helping them navigate government resources, understand grant requirements, and achieve their project goals.  
    2. Support grantees in managing their projects, ensuring compliance with grant guidelines and effective use of resources. 
  5. Interface with Grants Management:  
    1. Serve as a liaison between grant awardees and the ENOUGH Program’s grants management team, ensuring clear communication and smooth processes.  
    2. Assist grantees with reporting, financial management, and other administrative tasks related to their grants.  
  6. Information Sharing and Collaboration:  
    1. Facilitate communication and collaboration among grantees within and across different communities.  
    2. Help organize and participate in regular meetings, workshops, and webinars to share best practices and foster a collaborative learning environment.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Social Work, Public Administration, Urban Planning, or a related field. Applicants without degrees who have the equivalent level of knowledge and skills are encouraged to apply.

Experience: Minimum of 3 years of experience in community development, grant management, or a related field. 

Notes
  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong understanding of the unique challenges and opportunities in rural, suburban, and urban communities.
  • Demonstrated experience in partnership development, project management, or neighborhood planning.  
  • Excellent communication, coaching, evaluation, and facilitation skills.  
  • Ability to travel regularly across the state to support communities in diverse settings. 
  • Commitment to the mission of the ENOUGH program and a passion for community-driven solutions to poverty.
