Introduction

The Governor’s Office of Community Initiatives connects Marylanders to economic, volunteer, and human service opportunities through government, business, and nonprofit partners and conducts community affairs and engagement within the Executive Branch of Maryland State Government. The Office houses the Governor’s Ethnic and Cultural Commissions, Faith-Based Outreach, Immigrant Affairs, and the LGBTQIA+ Commission.

POSITION DUTIES

General Purpose:

The Communications Outreach Coordinator will be the lead member on all communications outreach and marketing activities for the Governor’s Office of Community Initiatives (GOCI). The Communications Coordinator will work with the Executive Director and Chief of Staff to develop and implement an effective internal and external communications strategy that will expand GOCI’s footprint in order to better connect us to Marylanders. The position is an .80 FTE contractual.

Responsibilities:

Lead in developing GOCI’s internal and external communications and communication strategies.

● Create, maintain, and manage GOCI’s marketing material including (but not limited to) annual reports, event programs, speeches, brochures, fact sheets, talking points, and social media accounts. 
● Work with the Executive Director, Chief of Staff, and unit Directors to create, manage, and provide regular metrics on GOCI’s media relations materials and activities including (but not limited to) press releases, media alerts, and public service announcements. 
● Provide real-time updates on issues and events to senior leadership. 
● Works collaboratively with the Executive Director, Chief of Staff, and unit Directors on GOCI’s brand and brand marketing. 
● Expand, manage, and collect metrics on GOCI’s online presence including (but not limited to) GOCI website, electronic newsletter, and social network platforms. 
● Works collaboratively with the Governor's Communications Office, including their Digital team. 
● Coordinate photography services at GOCI events and activities and maintain and manage image library to aid outreach efforts. 
● Attend quarterly web managers and social media meetings. 
● Serve as GOCI’s point person on technology initiatives. 
● Represent GOCI and the Governor’s Office as requested at networking meetings, outreach, trainings, and other events. 
● Promote, manage, and expand collaboration and partnerships with stakeholders. 
● Leverage community relationships and resources to advance programmatic and organizational goals.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work. 
Notes
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

● Excellent written and verbal communication skills.
● Demonstrated ability to work independently, manage multiple projects and deliver high quality, accurate results while operating in a diverse environment. 
● Technical skills including using Microsoft Office, social media, website design, video conferencing software/platforms, and design and editing software such as Adobe (Illustrator, InDesign, Photoshop), Canva, Design Wizard, Vectr, etc. 
● Knowledge of marketing principles and ability to apply them in communication strategies. 
● Team-oriented and ability to work with others collaboratively in a professional and high- energy environment. 
● Works in an organized and focused manner.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
