Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) is seeking a Deputy Director to lead all audit and compliance activities of the Commission. The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. As part of its regulatory authority, the HSCRC collects a wealth of information from Maryland acute care, rehabilitation, and psychiatric hospitals to support its oversight responsibilities. Hospital data submissions allow the HSCRC to validate Commission policies and ensure hospital compliance, as well as monitor broader industry trends. HSCRC routinely audit the data from hospitals, which contributes to one of the most robust hospital data sources in the country. This data is essential to developing accurate, valid policies.

This position will primarily be responsible for leading the auditing of the clinical and financial records and financial operations of all hospitals under the jurisdiction of the Commission. This includes developing audit programs to monitor the charging practices of all hospitals; leading the development of new reporting schedules and the modification of existing reporting schedules; leading workgroups to solicit input from hospital industry and payer groups related to reporting, audit, and compliance issues. In addition, the incumbent ensures that hospitals fulfill all reporting requirements and recommends fines for hospitals whose reports are delayed, incomplete, or inaccurate, and ensures that new and modified methodologies are in conformance with Commission principles, policies, and regulations.

MINIMUM QUALIFICATIONS

Qualified candidates will have at least 5 -10 years of experience in a Maryland Hospital finance department, experience leading regulatory audit and compliance activities, knowledge of HSCRC rate setting regulations and Medicare billing regulations and practices.
