Main Purpose of Job

The Medical Director of the Behavioral Health Administration provides clinical oversight of state-wide behavioral health services as well as thought leadership and partnership within the Behavioral Health Administration and across the Maryland Department of Health.

Additional responsibilities include:     

  • Oversees the planning and development of new services inclusive of oversight of the Department of Research and Innovation;
  • Collaborates with other relevant service agencies in developing an integrated, equitable, coherent, person-centered service delivery system;
  • Provides specialized clinical, programmatic, and consultative resources to the Behavioral Health -Administration; agencies of local jurisdictions and counties;
  • Reviews certain standards of care, utilization review and concurrent treatment authorization for publicly funded health services; develops, with the assistance of the Deputy Secretary and Directors within BHA, new treatment models for health services, system plans, clinical information systems, clinical procedures, and tracking mechanisms for Administrations.
  • Provides consultation across MDH and participates in public health policy discussions and planning
  • Identifies strategic opportunities for service provision and implementation of models of evidence-based care
  • Partners on the construct of metrics for accountability, performance, quality and outcomes

This is a management position directly responsible to the Deputy Secretary of the Behavioral Health Administration and the incumbent represents the Administration in the absence of the Deputy Secretary. 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a current Maryland medical license, and board certification in Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.  Candidates must also possess at least 5 years of experience involving providing clinical psychiatry services and substantial direct patient care, at multiple levels of care.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess experience with evidence-based practices, Medicaid, value-based purchasing, cost-benefit analysis, medical decision analysis, credentialing, quality assurance and continuous quality improvement (CQI) processes.  Preferred candidates should also be Board Certified in Forensic Psychiatry by the American Medical Association Specialty Board. Current Maryland Controlled Dangerous Substance Registration is also strongly desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law.

2.  Applicants must be board certified in Psychiatry by the American Board of Medical Specialties or other Board approved by the Maryland Board of Physicians. 

A copy of a current Maryland medical license and board certification should be attached to the application.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
