Introduction
The Department of Labor is seeking a highly qualified individual for the position of Deputy Director of Correctional Education. This position is a Management Service position, and serves at the pleasure of the Appointing Authority. Main Purpose of Job
Under the direction of Director of Correctional Education, the Deputy Director of Correctional Education will support organizational development and alignment in the Office of Correctional Education as a part of the overall work of the Division of Workforce Development and Adult Learning. The deputy is responsible for the development of organizational structures and processes that support the mission of vision of correctional education. A key component of this work is the alignment of the work across the four pillars of Correctional Education which are Academic, Occupational, Transitional, and Special Education. Additionally, the deputy will supervise the libraries program both at headquarters and withing educational sites. The deputy’s responsibilities include a wide variety of professional learning roles, including, but not limited to, trainer, coach, consultant, resource provider, facilitator, and project manager. Collaborates with the coordinators in CE as well as other departments and offices in the planning, facilitating, and implementation of the overall mission of CE aligned to the vision of DWDAL in response to the needs of the correctional education program. Additionally, the director assists with CE initiatives and projects. The deputy will additionally support budgetary and fiduciary responsibilities in the office of Correctional Education.
POSITION DUTIES
Organizational Structure: support organizational development and alignment in the Office of Correctional Education as a part of the overall work of the Division of Workforce Development and Adult Learning. Responsible for the development of organizational structures and processes that support the mission of vision of correctional education. A key component of this work is the alignment of the work across the four pillars of Correctional Education which are Academic, Occupational, Transitional, and Special Education.
Training: responsibilities include a wide variety of professional learning roles, including, but not limited to, trainer, coach, consultant, resource provider, facilitator, and project manager. Collaborates with the coordinators in CE as well as other departments and offices in the planning, facilitating, and implementation of the overall mission of CE aligned to the vision of DWDAL in response to the needs of the correctional education program. Additionally, the director assists with CE initiatives and projects. This position is also responsible for preparing and delivering periodic training to ensure all staff understand how to renew their certifications. Communicate regularly with MSDE to ensure all materials are up-to-date.
Data: Considerable experience with the analysis and use of student and/or employee data to inform policy and practice; extensive experience with leading establishing, cultivating, and maintaining relationships inside and outside of the office. Creation of data templates, charts, and analysis tools that illustrate impact of programmatic structures on student outcomes.
Budget: Experience managing a budget for a large organization including assessing return on investment of programs and initiative, allocation of funding to support programs and personnel in the CE office, and supporting the director in ensuring that spending is aligned to the required expectations of the Department of Labor.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited four-year college or university.
Experience: Four years of experience and knowledge of organizational and structural practices, data driven decision making, data analysis and functionality, facilitation, and group process; current research, principles, and practices of adult learning; equity and diversity, equity, and inclusion and other related bodies of research; professional and staff development strategies and models; the school improvement process specific to the needs of correctional education.
SELECTIVE QUALIFICATIONS
In order to be qualified for this position you must meet the following criteria:
Employees in this classification must possess and maintain Administrator I and Administrator II certification per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.04.04.04, Supervisors of Instruction, Assistant Principals, and Principals.
DESIRED OR PREFERRED QUALIFICATIONS

- Experience using technology to support learning and engagement of staff, students, and stakeholders.
- Ability to work collaboratively with correctional education system staff, community organizations, leadership groups, staff associations, business partners, and outside agencies focused on student learning, re-entry, recidivism, and wellbeing.
- Ability to assess program needs and plan program implementation.
- Ability to support the preparation of papers and presentations for the Director and Assistant Secretary.
- Excellent planning, organization, management, written and oral communication, and human relation skills required.
- Considerable experience with the analysis and use of student and/or employee data to inform policy and practice; extensive experience with leading, establishing, cultivating, and maintaining relationships inside and outside of the office; demonstrated experience in project management, program development, implementation and evaluation.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification must possess and maintain Administrator I and Administrator II certification per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.04.04.04, Supervisors of Instruction, Assistant Principals, and Principals. Candidates recommended for appointment will be required to complete an Authorization and Verification of Credentials. SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
The selected candidate will also be required to successfully pass a background check with the Department of Public Safety & Correctional Services.
