POSITION DUTIES
- Incumbent will provide strategic leadership to include guiding the agency's vision, goals, and strategic direction, ensuring alignment with state, national, and global environmental standards and goals while working to implement the Secretary’s priorities.
- Responsible for policy development. The incumbent will oversee the development and implementation of policies to address critical environmental issues, including pollution control, land restoration, lead poisoning prevention, oil control, and resource management.
- Incumbent will provide program management in directing and coordinating the above environmental programs, including monitoring, compliance, and public education, ensuring their effectiveness and efficiency.
- Will build strong relationships with government entities, industry stakeholders, and community organizations to promote collaborative environmental efforts.
MINIMUM QUALIFICATIONS
- A bachelor's degree in environmental science, environmental engineering, environmental policy, or a related field.
- 10+ years of progressively responsible experience in environmental management, land use planning, waste management, or materials conservation
- 5 years in a senior leadership role overseeing complex programs teams or departments.
- Demonstrated experience in strategic planning, policy development, and program management related to land and materials administration.
- Strong knowledge of environmental laws, regulations, and policies governing land use, waste management, and materials recycling, particularly those relevant to Maryland or the Chesapeake Bay Watershed.
- Proven ability to lead and motivate diverse teams, with excellent interpersonal, communication, and problem-solving skills.
- Strong analytical and decision-making abilities with the capacity to oversee complex environmental programs and initiatives.
- Experience in budgeting, fiscal management, and securing funding for environmental projects and initiatives.
- Knowledge of environmental justice principles and demonstrated commitment to implementing inclusive, equitable, and community-focused solutions.
- Communication and stakeholder engagement: excellent written and verbal communication skills with the ability to communicate complex technical information to diverse audiences including regulatory agencies, stakeholders and the public.
- Ability to engage and collaborate effectively with government agencies, elected officials, community groups, and private sector stakeholders.
- Commitment to environmental protection and the core values of transparency, accountability, and innovation.
- Ability to manage high-pressure situations, prioritize tasks, and adapt to changing regulatory and environmental conditions
- A valid driver's license and the ability to travel especially within the State of Maryland.
DESIRED OR PREFERRED QUALIFICATIONS
It is
preferred that the selected candidate have the following:
- Master’s degree in public policy,
business administration, or environmental science/engineering.
- Experience with Proficiency in
developing and managing environmental permitting and compliance programs.
- Experience working with State
legislature, testifying on environmental issues and advocating for sound
environmental policies.
- Strong skills in public outreach,
community engagement, and collaboration with regulatory agencies, industry,
and other stakeholders.
- Strong knowledge of the Resource
Conservation and Recovery Act and the Surface Mining Control and
Reclamation Act.
- Ability to manage budgets and
assess financial implications of environmental projects.
- Demonstrated success in leading
cross-functional teams.
- Ability to assess and mitigate
environmental risks.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave
days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the
birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays
per year.
