Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.


The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Underwriting Insurance Investigator III    grade MIA 0016      $60,987 - $98,313/year

Baltimore City (Hybrid)

POSITION DUTIES

The MIA is recruiting to fill an Underwriting Insurance Investigator position at the II (intermediate) or III (full performance) level in the Property and Casualty Complaints Unit. The Underwriting Insurance Investigator II/III initiates the investigation of new underwriting cases through written inquiries to insurance company representatives, agents, brokers, premium finance companies, motor clubs or others. The Underwriting Insurance Investigator evaluates personal lines and commercial underwriting specific files to include a review or audit of filings, factors, rating plans, rating rules, policies, applications, claims files and customer logs that affect policy refunds and billings, premium increases, cancellations, reductions in coverage and non-renewals. The Underwriting Insurance Investigator prepares proposed determination closing letters for licensees and complainants citing relevant regulations and submits to Assistant Chief Investigator for approval; and refers insurer violations/trends to the agency’s Market Regulation Division.

 

This is a hybrid position. The incumbent will be required to work in the office, located at 200 St. Paul Place, 26th floor, two days a week and three days remotely.     

MINIMUM QUALIFICATIONS

Underwriting Insurance Investigator II

Education: Bachelor's degree from an accredited college or university in Insurance, Business, or related fields.

 

Experience:  One year of experience in the property and casualty industry as an investigator, adjuster, underwriter or agent.

 

Note: 

1. Four years of experience in the property and casualty insurance industry as an investigator, adjuster, underwriter or agent may be substituted for the education requirement.  

2. A minimum of three (3) years' experience working within the Maryland Insurance Administration, or another state's insurance regulatory agency, in a property and casualty capacity as an investigator, examiner, enforcement officer, customer service representative or administrative support capacity may be substituted for the education requirement. 

3. Possession of J.D. degree may substitute for minimum qualifications



Underwriting Insurance Investigator III

Education: Bachelor's degree from an accredited college or university in Insurance, Business, or related fields.

Experience:  Two years of experience in the property and casualty industry as an investigator, adjuster, underwriter or agent.

 

Note: 

1. Four years of experience in the property and casualty insurance industry as an investigator, adjuster, underwriter or agent may be substituted for the education requirement.  

2. A minimum of three (3) years' experience working within the Maryland Insurance Administration, or another state's insurance regulatory agency, in a property and casualty capacity as an investigator, examiner, enforcement officer, customer service representative or administrative support capacity may be substituted for the education requirement. 

3. Possession of J.D. degree and one (1) year experience in the property and casualty industry as an investigator, adjuster, underwriter or agent may be substituted for the minimum requirements. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:

 

· Commercial underwriting and rating experience.

· Working knowledge of insurance laws including the Annotated Code of Maryland, Insurance

  Article and the Code of Maryland Regulations ("COMAR").

· English to Spanish/Spanish to English oral and written communications skills.  

· Excellent customer service, communication (written and verbal) and organizational skills.
