Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.


The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Rates and Forms Analyst II: $57,275 - $92,108 (grade 15)

Rates and Forms Analyst III:  $60,987 - $98,313 (grade 16)

POSITION DUTIES

The MIA's Property and Casualty Unit is recruiting for an Insurance Analyst II or III in the Rates and Forms section.  Responsibilities include performing timely and accurate reviews of Property & Casualty rate/rule and forms filings, to ensure compliance with the Insurance Article and Code of Maryland Regulations (COMAR); communicating with filers to request support for or changes to provisions of filings; updating databases to reflect the most current activity on filings; reviewing and maintaining appropriate filing workflow to ensure timely handling of filings; and responding to questions concerning filing requirements and status.


This is a hybrid position. The incumbent will be required to work in the office, located at 200 St. Paul Place, 26th floor, two days a week and three days remotely.

MINIMUM QUALIFICATIONS

Insurance Analyst II, Property & Casualty Rates & Forms

Education:  Possession of a bachelor's degree from an accredited college or university. 

Experience:  Three years of experience drafting or analyzing property and casualty insurance policy forms for a regulatory agency, or licensed insurer.

Note:
  1. Two additional years of experience drafting or analyzing property and casualty insurance policy forms for a regulatory agency or licensed insurer, or two additional years of experience adjusting property and casualty claims for a licensed insurer, may substitute for the required education.
  2. Possession of a Juris Doctorate may substitute for the required three years of experience.

Insurance Analyst III, Property & Casualty Rates & Forms

Education:  Possession of a bachelor's degree from an accredited college or university.

Experience:  Four years of experience drafting or analyzing property and casualty insurance policy forms for a regulatory agency, or licensed insurer.

Note:
  1. Three additional years of experience drafting or analyzing property and casualty insurance policy forms for a regulatory agency or licensed insurer, or three additional years of experience adjusting property and casualty claims for a licensed insurer, may substitute for the required education.
  2. Possession of a Juris Doctorate degree, and one year of experience drafting or analyzing property and casualty insurance policy forms for a regulatory agency, or licensed insurer.

DESIRED OR PREFERRED QUALIFICATIONS

  • · Strong analytical and writing skills.
  • · Knowledge of and experience working with the Annotated Code of Maryland and COMAR.
  • · Knowledge of and experience working with Systems for Electronic Rate and Form Filing (SERFF) is preferred.
  • · Chartered Property Casualty Underwriter (CPCU) or Association in Claims (AIC) designation is preferred.
