Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

LOCATION OF POSITION

Baltimore City, Hybrid (between office and telework)

POSITION DUTIES

The MIA is recruiting for a Compliance Officer- Life and Health in the Life and Health Division.  This position provides expert technical compliance assistance to all sections of the Life and Health Division in resolving complex regulatory issues arising from complaint investigations, reviews of form filings, network access plans, and Mental Health Parity Reports, and inquiries from the public, industry, regulatory agencies, and elected officials.  Duties include researching and analyzing state and federal life and health insurance statutes, regulations, guidance, and associated agency enforcement policies; and drafting or editing determination letters, administrative orders, bulletins, regulations, legislation, and other technical compliance memorandums for internal and external distribution. The Compliance Officer- Life and Health also provides technical compliance assistance on complex legal and regulatory issues to Life and Health Division staff and management.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.

 

Experience: Six years of compliance experience specific to life and health insurance; one year of this experience must include the analysis of insurance laws.

 

Note: The requirements indicated below are acceptable substitutions to the above minimum requirements:

 

  1. Possession of a Juris Doctorate degree and four years of legal experience; or
  2. Possession of a Juris Doctorate degree and two years of legal experience specific to insurance law.  

DESIRED OR PREFERRED QUALIFICATIONS

  • Possession of a J.D. degree
  • Professional insurance designation: Associate, Life Management Institute (ALMI); Associate, Insurance Regulatory Compliance (AIRC); Fellow, Life Management Institute (FMLI); or Professional in Insurance Regulation (PIR);
  • Professional experience analyzing, interpreting, and applying Maryland and federal life and health insurance laws and regulations;
  • Law degree specialization in areas relevant to this position, such as Health Law, Administrative Law, or Regulatory Compliance.
  • Strong legal research and writing skills.
